A New Plan Proposed.
The Comptroller of the currenev is
to be credited with a new ulan for nro-
1 viding a basis for the national bank
circulation which is considered to be
the best yet presented. It is that any
outstanding 4 per cent, bonds may be
converted into 3 per cents., having the
same time for maturity, at 117 perct.
That is to say, a bank which owns
$100,000 of 4 per cent, bonds may de
posit them 'and receive $117,506 in 3 per
cent, bonds' to mature, in i907.,lika the
