Powell, of the signal corps, has written from San Francisco relative to the fate of Master Putnam, of the Aic tic search steamer, Rj lers, confirming the report that natives on the Siberian coast found the body of a man on an ice lloe which had been driven ashore, but that before the body could be secur ed the wind changed and moved the ice out again toward the Arctic. This re moves all doubt as to Putnam's fate. Attorney General Brewster has tele graphed to U S. Marshal Kerns, at Philadelphia, to look closely after the registration lists in that city, and to procure the arrest not onlyot United States supervisors, but of assessors and election officers where there is suspicion of fraud. A number of warrants were issued Friday for the arrest of persons charged with making Iraudulent-re- larna. Of thirty-six Dersons registered from one house 004 Perm street only three legal voters could.be found. Brownsville, Texas, is being thor oughly disinfected, and the epidemic of yellow fever is considered as ended. It is reported that such is the mortality from the fever at New Mexico that pa rents have deserted their afllicted chil dren. Seven new eases of yellow fever were reported at Pensacola, la. JDr. Martin, of the United States navy, who has been investigating the cause of the epidemic at the instance of the national board of health, is dovvh with the fever. "Vm. G. Russell, paying teller of the Pennsylvania Company for Insurance, in Philadelphia, has absconded and his accounts show discrepancies to the to tal amount of '620,000. lie had been connected with the company lor thir teen- years. He has deserted his wife and children. He left on October 10 for a vacation, and during his absence the defalcation was discovered. He Is 30 years of age. A Bulldozing Crusade Proposed in North Carolinar-Deputy Marshals to be Sent There. Washington Post, 2d. It has been well known in political circles for some time, especially since their Waterloo in Ohio, that the Repub lican managers here have been looking to the South in a sort of wistful des peration for gains to make good in whole or part their congressional losses elsewhere. The interference of the Administration in the State of New York, which brought about the defeat of Cornell and th nomination of For ger, and. the unbridled license as to Federal patronage in Virginia given to Mahone, have met with such general condemnation from the independent press and honest voters all over the country that a pause in thehigh handed course of the Administration might have reasonably been expected. It really seems, however, as if the old adage, that whom the gods would des trov t.hev first make mad. is coming true with the Republican brethren, and the latest evidence of this madness is the audacious and reckless methods which their campaign leaders have; adopted to capture the State of North Carolina at the elections on Tuesday next. Their programme, as appears by recent and authoritative developments, is to send down into that State some time this week a large number of Northern men, armed with deputy mar shals' commissions, to attend and super vise the polls in certain counties in the doubtful districts with the avowed purpose of intimi4atinfr -voters. This plan has been endorsed and recom mended by Dr J J Mott, chairman of the State Republican committee, and the notorious D McD Lindsey has been selected as chief engineer and manipu lator of the plot. The meeting which he had of government employes from North Carolina last Friday night, when Mr Deaver, a straightout Republican, was ejected from the door, was for the purpose of informing these employee that they must each contribute the sum of 625 to the bulldozing fund. "Mc Lindsey," as he is commonly known, told the assembled victims that it was not expected of them to go home and vote, but that the 625 from each would do much greater good in carrying out a policy that promised to make many more votes than those of all the em ployes combined. He told them fur ther that the contribution was "re quired" of them by Chairman Mott; that the scheme met the hearty appro val of the several headsof departments, and that the latter had agreed to furn ish the men suitable for the work. A SEVERED SIAMESE TWIN. ITEMS OF INTEREST. Extraordinary Visitor to the Philadel phia Hospital Clinic. At the clinic at the Philadelphia Hos pital, on Saturday, Dr. William H. Pan coast introduced to the students a young man who is the only person in America who has survived the opera tion of cutting apart two children who were congenitally attached. Ihe per son's name is G. W. L,ytle, residing at Connellsville, 1'a. He bears upon his left cheek a deep scar where the liga ture had been cut. Twenty-four years ago the operation was performed in the Jefferson College clinic by the elder Dr. Pancoast. and was witnessed by all the physicians in the city. It was consid ered a bold feat of surgery, and many physicians shook their heads with fear lest the attempt would result fatally to the patient. Lytle was then but seven months old. He was born with a hid eous appendage to the left cheek that resembled an imperfectly developedMn fant. There was a circulation of blood through the ligature into the malifor mation, which also had a heart. The success of the operation attracted uni versal attention, and photographs of the malformation were sent abroad at the request of eminent English sur geons. Dr. Pancoast is positive in his belief that all double children, like the Siamese tw ins, should be severed by the surgeon's knife.
