The trouble with the bill which be came a law was that the polygamists refused to testify against each other, and hence the grand juries were un able to find indictments against accused persons. Mr Edmunds now proposes to take the animal by the horns and re sort to the despotic process of compel ling the wife to testify against her hus band. Our opinion of all this anti-polygamy legislation is that it is nonsense if not worse than nonsense. Polygamy, in Utah, cannot be rooted out by such legislation as Mr Edmunds proposes nor by any other legislation. These people believe in it they are devoted to it, it is their religion, to which they are as much attached as the people of other denominations are to theirs, and all this hostile legislation being regarded as so much religious persecution will only have the effect of binding the ob jects of it more closely together. It is an abominable institution but that does not justify arbitrary, despotic and abominable legislation, which is not dictated so much by a sense of morality as by the supposed popular demand for the removal of a social monstrosity. Polygamy will die iD time, it will be smothered out of existence, but such legislation as has been enacted and as is proposed, instead of killing it will serve only to keep it alive. The Committee on Appropriations to vr bom was referred the House . resolution- providing , for , recess from .De cember 22d to Jany. 2d, to-day instruct ed Mr. Allison to report it to the Sen ate with a recommendation for adop tion. At the close of the morning hour Al lison called up the Consular and Diplo matic Appropriation bill, and the Sen ate proceeded to consider the amend ments reported by the committee on aappropriations which were agreed to except the provision that nothing in the act shall be construed to extend the time within which the French and Ameri can claims commission shall make its final report and expire. On motion of Pendleton, with the ap proval of the committee on foreign re lations an amendment was added ap propriating $5,000 to enable the Presi dent to extend diplomatic relations with the governments of Eastern Asia. The bill was then passed. Jones, of Florida, offered a resolution which was agreed to directing the Secretary of the Navy to inform the Senate whether in his judgment any further appropria tions are necessary to put the Pensa cola Navy Yard in a state of efficiency ; what is the condition of the dry dock there.and whether it is in a condition to be used for the purpose for which it was constructed. Jones said he had observed that the Pensacola Navy Yard was one of those that the Secre tary of the Navy thought should be abolished, and he made a brief argu ment to show that this yard, the only one in the Gulf of Mexico, our great Mediterranean Sea was of great import ance and ought to be maintained for the protection of the commerce of the Gulf and of the Mississippi valley, hav ing its outlet there. ....... The civil service bill, being under consideration, Pendleton offered an amendment striking out the provisions that original entrance to the service shall be in the lowest grade, and pro viding that appointments in the de partments shall be apportioned as nearly as possible among the States and Territories, and District of Columbia upon the basis of population.
