CONGRESSMEN BOLTING FOR HOME. the ! 1 ,4 ft :4 I 1: 'A i u : ernments we have suflered irom ior years following the war, and the struggle we have had to hold possession of the States we have rescued from un principled and corrupt leaders, are at trihntahifl more to this cause than to any other, for it is on the uninformed and credulous multitude that these un- ( I principled leaders work and from them is so notorious that it needs no exam ples to illustrate it. but if it did we need not eo outside of our own State to. furnish them. Let the masses be in formed so that they may read and form conclusions of their own and theiday of the demagogues that play upon their ignorance, an d ride into power through it, would be at an end.- But there are numerous other considerations which lead us to the support of the measures proposed to aid popular education. North Carolina has perhaps suffered as much or more than any other Southern State by the annual migration of her young men and women to other States, a migration which has been going on for maay years and still continues un til it is estimated that there are in the States of the West no less than 300,000 North Carolinians and descendants of North Carolinians. Why this exodus ? We have one of the finest climates un der the sun, a soil as fertile as that of the States to which they have gone to make their homes, a variety of wealth producing resources in stream, mine and forest, which none of these States can boast, and yet thousands of able bodied, industrious men and women annually leave to better their condition elsewhere. While there may be other causes, we hold that the principal and decisive cause is that there is an educa tional system in those States which this State did not have, and has not now, and may never have if left solely to her own resources. It is no reflection on North Carolina nor upon North Carolinians to say this, for they are do- j ;. ing all they can to remedy the evil X j complained of, and the full extent of ; which she realizes, doiDg more even A than many people thought she would or could do. But she cannot do impossi- 1 ' bilities ; and when a plan is suggested jN by which the general government may come in ana aia ner ana oinersoumern States te do what they cannot do with the means at her disposal, it is the part of wisdom to accept that aid if it can be done without any sacrifice of honor or self respect. As this is a general bill applying to all the States, it does not come in the way of a donation to the South, and she for feits none of her independence in avail ing herself of it. There is no surrender of any principle involved, As compared wich the Northern States, the South has received but few; benefits in the way of material aid from the Federal government, for her pride prevented her from asking anything, and while the representatives of other sections were studiously seeking, and never failing to get when they could, appro priations, the representatives of the South were content to sit In their seats and attend strictly to the business of legislation for which they took H for granted they.were sent to Washington. If the whole ten millions called for were to be expended in theltiputh, it would be no more than she was justly entitled to and then not a fair propor tion of the tribute she has poured into the treasury for the benefit of other sections. There may be representatives from the South who will oppose the proposition of an appropriation by the government "for this purpose, on fine spun theories of Federal interference in the affairs of States, &c., but these theories should not be allowed to pre vail against practical common sense, which is better than theories, especially in matters where the welfare of the present and coming generations is in volved. -T- xne Dili making provision for a na tional education fond comes up for con sideration in the -Senate on the 9th of January, and its friends hope for favor-' able action this session. As it provides from ten to fifteen millions annually for a term of years, to be expended in each State in sumB proportioned to the amount of its illiteracy, the bill finds many friends in the South. ... Washington, Dec. 22 Senate. as the journal was read, the Senate, on motion of Cameron, of Penn sylvania, went into executive session. At 12:30 the aoora were re-openea, and Sherman moved to proceed to the consideration of the bonded whiskey bill. Sherman withdrew temporarily, and Bayard called up his tobacco resolution. The resolution, as amended, was men adopted. It reads : Resolved, That it is the sense or the Senate that whenever the internal rev enue tax on tobacco, snuff or cigars is reduced or renewed unless ample pre vious notice of time when the act to take effect shall be given the propor tionate rebate of taxes paid on stocks on hand should be amended. At 1 :30 p m, the Senate, by a vote of 88 to 12, took up the bonded whiskey bilL At 2 o'clock the civil service bill came up as unfinished business. Sherman gave notice that as soon as this bill was out of the way he would move to proceed with the whiskey bilL Bayard and Kansom urged the con sideration of the tobacco resolution, and after some discussion Sherman temporarily withdrew hia motion and Bayard called up the tobacco resolu tion. - ' Morrill offered an amendment, which was adopted. Pending action on the civil service bill, the Senate, at 6:25, adjourned un til to-morrow. Business Failures. New York. Dec 22. The Annual Meeting aad the Report ol President Barbour. Special Dispatch to the Baltimore Sun, Alkxandbia, Va, Dec. 20. The an nual meeting of. the Virginia Midland Railroad Company, was held at the Office of the comnahv. Mr G M Black- lord, of Richmond, was called to the chair. Among those present were W P Bethell, M P Jordan, proxies for the city of Danville; W E Sims, proxy for the county of Pittsylvania; C M Hol land, of Danville; C M Blackford, of Lynchburg; W H Payne, of Fauquier; JW Burke, of Alexandria, J T Lovell, tf Warren, and Joseph Bryan, of Rich mond. When the meeting was called to order after a recess, there was no quorum and it was adjourned until to morrow. From; President Barbour's annual report, which is published, it is learned that the gross earnings of the road have been $1,515,746 04, from which was left, over operating expenses a balance of 8570,629 81. The Daymen t of interest on bonds and rentals leaves a net balance of $91,093 78. There has been expended during the vearft2RQ.. 061 99 for construction, equipment, and reorganization exrenaea. To thin amount was applied the net surplus of: the proceeds from the sale of bonds, leaving on ucwDer 1 a deficit of $3,933 71. A statement of the Aarnin operating expenses for 1881 and 1882 show an increase of earnings from all Sources of $154,048 35, but a decrease in net earnings of $25,352 92. The increase In operating expenses is attributed to tne increased taxes and advance in salaries. The road bed of the main line is in good condition, and 961 miles of track have been relaid with steel rails. An agreement was made in Mav last by which the passenger traffic between tne line ox tne Chesapeake and Ohio Railway and Washington City was carried over the Virginia Midland Rail way between Charlottesville and Wash ington. Under this agreement all cat tle and other f reiaht traffia from th Chesapeake and Ohio Railway for points North also passes exclusively over the Virginia Midland Railway be tween Charlottesville and Washington.
