Cotton Factories Becoming Numerous Schools at Dallas, Gastonia and King's Mountain The All Healing SpringsGerman Colony Limestone Springs Female College. Gaffneys, S. C, March 1, 1883. It seems as though the cotton facto ries in the South have been multiplied so rapidly that the business is overdone, and in consequence thereof prices for cotton yarns and warps have declined to such an extent as to make the man ufacturing of them no longer profitable. Why cannot our Southern people enter into competition with the North in the manufacture of other articles, as for instance, carpet weaving, watch and cloxsk factories, articles of hardware and cutlery, wooden-ware, matches, silk weaviDg, as well as silk raising. We all know that living is cheap in our country towns and places, fuel abund ant, house lents low, and skilled labor could soon be had with instructors from abroad. These thoughts have been forced upon me in conversation with Mr. J. H. VVilson, Jr, the proprietor of one of the best water powers in all this section, and as soon as he adds other addition al machinery to that now in uae in his cotton mill, he will be able to increase his profits as well as his business, which latter is evrn now quite exten sive. Give him more capital, and then success to his enterprise, say se. His factory is located near enough to the railroad, at Gastonia, to be a success; in a healthy and well-wooded locality, at the base of Spencer's mountain, owned mostly by himself, so that he has all the appliances of a prosperous manufacturing business. Gastonia and Dallas are but four miles distant from each other. Both of these towns have good and flourishing schools, the one at Dallas is superin tended by the Rev M L Little, who will soon have to enlarge his building in order to make room for his pupils ; both of these places are noted for excellent morals and health ; no liquor is allowed to be sold there as a beverage. Our former State Treasurer, D A Jenkins, the uncompromising friend of temper ance, residing in Gastonia, may have much to do with this condition of things. King's Mountain, not the eminence noted in revolutionary history as the place where an important battle was fought, but a town near the mountain, or rather a railroad station on the Char lotte and Atlanta Air-Line, that has grown into a flourishing town, is the place where Capt W T R Bell has his successful military school; how and where he.gets his extensive patronage is best known to himself. He and Maj Bingham, at Mebanesville, N C, seem to be running a race with each other, not as rivals nor competitors, but as successful managers of boys, and that is saying a great deal, for many colleges in our State and elsewhere have not yet caught tbe secret of the success of these two gentlemen. Is it the military feature of these two institutions with its strict discipline? Or is it a pecu liarity, or rather individuality, of their principals? If "nothing succeeds so well as success," these schools have cer tainly a prosperous future before them. Four miles distant from tjhe town of King's Mountain is the ATI Healing Springs, under the management of Dr F M Garrett, and located at the base of Crowder's mountain.in a very romantic situation.' Here is the place for the in valid of every description; the springs are numerous and each one is of a dif ferent character. This is also the place for a pleasant summer resort, it is a cool and refreshing little corner, with every facility for bathing.and thedining room is fanned by machinery turned by water power, which the spriDgs af ford, keeping the dining room in a breezy condition and absolutely free of flies. It is also a place of rest, and one even for the pleasure seeker, as the mountains in the vicinity afford abun dant opportunity to gratify the sight seer. The hotel itself, with its additions and improvements recently made. I'as a capacity for 250 guests, but with the numerous cottages erected on the grounds 300 persons can be easily accommodated. On my way to the Springs I missed the road, and came upon a lovely little valley,. almost surrounded by hills and mountains, which delighted me so much that I involuntarily exclaimed: Well! here I should likn to live, and gpend the balance of my days. 1 made inquiry of some laborers in the field, aod soon dis covered that this was the place where recently a colony or (iermans hud loca ted themselves. They are natives of Switzerland, Baden and Saxony, the very same stocK which originally set tled large portions of Rowan, Cabarrus. Iredell aud Davidson counties.and some have even the same names. A Mr Edel- man is the president or manager of this colony, and they all know how to farm well and are not afraid of hard work. There are also a few French settlers here, who have located them selves a little nearer to the Springs. une uerman iamny expects to com mence the carpet weaving business on a small scale. . W Gaffney station, in South Carolina. claims the Hitle or -wcitv, whether its low inhabitants-ana acood hotel gives it that right, or the desire now mani fested Dy many or the towns to be as important as their more populous sis ters, -this deponent saveth not. Near the place 13 the once celebrated Limestone SDrings Female Seminary, under thn former proprietorship of -Revs Dr Cur tis, father and son, of the Baptist church. The exceedingly capacious edi fice is 240 feet long and four stories in height; it was originally erected for a hotel, at a cost of $75;O0O.-and here the eliteof the low country of South Caro lina iormeriy spent tneir summers and drank the limestone water of the spring. But in process of time Saratoga and the Virginia springs became more popular, and then the hotel at Lime stone Springs was sold for about one- eigntn its original cost, and was eon- verted into a very prosperous female boarding school. But the lat e war in terfered very much with. its success. Old Dr Curtis was lost at sea. and his son died soon after. By the excellent management of Maior Bomar.Mr Peter Cooper, of New York, purchased the property and presented it to the Baptist church of Spartanburg county, to be used as a female college, and as such it is Deginnine another successful career Near the college Messrs Simon Bros have their lime-kilns, and thev ar making quite a prosperous business out or it. Provides for the election of three competent persons as commis sioners by the General Assembly, all of whom are not to belong to any one political party; to hold their office for two years; said commissions are re quired to take an oath before entering upon the discharge of their duties that they are not, and that they will not be connected with any railroad, own any stock or interest therein, and that they have no interest m any railroad corpo ration or combination, either near or remote. The commissioners have au thority to elect a clerk, who shall de vote his whole attention to the service of the commission. Sec. 2. Provides that the principal office shall be in Raleigh, and the com mission shall meet at least once a month. The commission shall be furn ished with necessary postage, station ery, office furniture, c. Sec. 3. That by order any one of said commissioners may act, hear and deter mine any complaint of oppression or discrimination, but such determination shall not be final until reported to the commission and passed upon in session. Sec. 4 That the commissioners shall have power to administer oaths and supervise all railroads in the State, in vestigate all accidents; and requires the railroad authorities to report imme diately all accidents that happen on their roads. Sec. 5. Provides for notice being giv en to any railroad before any proceed ing is commenced against it. Sec 6. Provides for tbe compelling attendance of witnesses, production ol books aud papers, and prescribes the per diem and mileage of witnesses. Sec. 7. Provides that the commission shall sit in the town where the princi pal office of the road against which they are proceeding shall be situated. Sec 8. Extends the provisions of this act to sleeping car companies, trustees and receivers of railroads, and gives the commission authority to have copies of papers sent to them in any part of the State. Sec. 9 Allows the Attorney-General on notice from thecommission to bring action against any road that violates any constitutional provision or any law of th's State, or unjustly discriminates against person or persons, to forfeit its charter. i?EC 10. Allows the commissioners to ex amine station houses,receptoion,rooms, &c. and when they find them unsafe or inadequate to accomodate the traveling public to report tc the Attorney Gener al, and if the road after notice from the commissioners refuses to make reason able repairs, &c, to bring action to for feit the charter of such road. Sec. 11. Giyes the commissioners the power, if they dem it necessary ,to reg ulate freight and passenger rates, and says they "shall" make such rules and regulations as will prevent unjust dis crimination. Sec. 12. Provides for the advertising of the rates, &c, in all the principal towns and cities of the State.and makes it the duty of the commission, and also requires the commissioners to keep a record of their proceedings in a book kept for that purpose, and to keep that open to the inspection of the public. Sec. 13. Compels every railrod com pany to give all information desired by the commis-ion as to its freight and passenger rates and to its general man agement and as to its contracts and agreement?, that may protect the wel fare of the people and corporations in the State. Sec. 14. Makes all officers of railroads who fail to obey the process of the com mission guilty of a misdemeanor. Sec 15 Prevents the commission from doing anything that will inter fere with the legal rights of any rail road or from meddling with its liabili ties for its own acts or those of its agents. Sec 16 compels the commissioners to report biennally to the General Assem bly their proceedings, with suggestions in regard to the railroad system of the State. Sec. 17. Provides for the 'printing and distribution of five hundred copies of the proceedings of thecommission. Sec. 18 Provides that the salary of thp commissioners and clerk shall be $1,500 per year, paid out of the Treasu ry of the State. Sec. 19. Prohibits the commissioners from communicating any information thev receive from the said roads in the course of their duty, and makes them guilty of a misdemeanor if they do so. Sec. 2" Repeals all laws in conflict with thp provisions of this act. Sec 21. This at shall be in force from and after this ratification. an t mm t .
