WILMINGTON MATTERS- NORTH CAROLINA'S CITY BY THE SEA. Failure to Get the Bonded Whiskey Bill Before the House Pstorflce Appropriation Bill Discussed. Washington, March 8. House. The Speaker laid before the House a letter from the Secretary of the Treas ury transmitting a statement of the earnings of each United States mar shal, from 1873 to 1883. Referred. Under a call of committees the fol lowing were submitted : By Turner, of Georgia, from the committee on Elections, a resolution confirming the right of Thos. G. Skinner, of North Carolina, to his seat in the House. Laid over. The committee on shipping report ed adversely the bill authorizing the purchase of foreign built ships by United States citizens for use in the foreign carrying trade. Placed on the House calendar. Sloeum, of New York, presented the minority report in favor ' of the above bill. .Morrison, of Illinois, moved that the House go into committee of the whole on the revenue bills pending, which Mr. Townshend, of Illinois, moved that the House eo into com mittee on the General Appropriations bills. The Speaker stated that a vote would first be taken on Morrison's motion, and Randall, of Pennsyl vania, demanded the yeas and nays Reed, of Maine, inquired whether if the motion were earned the com mittee would be required to consider the internal revenue bills. The Speaker replied" that it would be required to consider bills raising revenue, if there were- any such on the calendar. The chair did not de cide whether there were any such bills or not. The object of Morrison'g motion was to take up for consideration the bonded extension whiskey bill. The House, however, refused to adopt it yeas. 115 : navs. 127. This was in no sense a party vote as a large num ber of Democrats voted in the nega tive with Republicans and an almost equally large number of Republicans with the body of the Democrat in the affirmative, nor can it be consid ered in the light of a strict test vote on the whiskey bill as a fact that it was antagonized by an appropriation bill induced, many members to vote against it who wifl probably support it when it comes squarely before the House, and several Republicans votd for it for the purpose of immediately moving to strike out the enacting clause. The House then went into commit tee of the whole, Blount, of Georgia, in tne chair, on the rostomce appro pnauons bill. several speeches were made upon the bill but beyond this no progress was made and when the committee rose the House adjourned. A joint meeting of the Chamber ot (Jom- mfiiv.rt Produce Jlixcnange ana uoaru of Trade was held to-day at 12 :30 at the room of the Produce Exchange, to take under advisement ana con sideration certain matters of public interest pertaining to the City of Wil mington. The meeting was largely attended and was represented by every branch of trade and business of the city. Col. Roger Moore, as President of the Produce H,xcnange, called Mr. A. H. Van Bokkelen, President of tho Chamber of Com mfiropL to the chair, who. in a very brief speech, explamed the object oi the meeting of the three bodies as shown by the various resolutions hereafter mentioned. Col. John L. Cantwell, from the Chamber of Commerce and Mr. C. P. Mebane were requested to act as sec retaries. Col. t W. Kerchner oi f ered the following : At a meeting ol the Chamber or Commerce, Produce Exchange and Board of Trade, held this day, the following preamble and resolutions were unanimously adopted : Whereas, These bodies are fully impressed with the importance of the Revenue Marine, and the efficient and valuable science it has rendered to the Government, and to the ocean, lake and river commerce of the coun try, as well as in saving the lives and property of hundreds of those en gaged therein, and WiifckEAS, There is no provision of law whereby those who may become disabled by age, injuries or other cause in said service, may be retired as is the case in the Naval and Mili tary service of the Government which should be remedied, therefore be it Resolved, As the sense of this meet ing, that the bill (U. R. 4,483) now before Congress, entitled "A bill to promote the efficiency of the Reve nue Marine Service," is one which commends itself to us as a wise and just measure, and one which we would be glad to see the Senators and Representatives from this State sup-Dort. Resolved, That a copy ot these res olutions be sent to each Senator and Representative in Congress from this State, that they individually and col lectively give all the aid m their pow er to securing such appropriations and legislation as may be necessary to effect the object desired. Resolved, That Messrs. D. G. JNorth, R W. Kerchner and James Sprunt, are hereby appointed a committee to take the matter in charge and push it to a siiceessf ul conclusion, by such means as to them may seem best. Mr. Wm. Calder, of Kerchner & Calan Bros, offered the following res olutions, which were unanimously adopted : Resolved, By the Chamber of Com mere, Produce Exchange and Board of Trade of the city of Wilmington, N. C, that the continued obligatory coinage of silver by the general gov ernment is a standing and daily in creasing menace to the best commer cial ana industrial interests of our country, and should be suspended as soon as possible. Resolved, That a copy of these res olutions be sent to each of the Sena tors and Representatives in Congress from this state. Mr. John T. Currie. of Messrs. Moody & Currie, offered the follow ing resolution, which was unani mously adopted: Resolved, That it is the sense of this meeting that it is extremely de sirable that this city should bo made the eastern terminus of the Cape Fear & Yadkin Valley Railroad, and that we look forward with deep in terest to the completion of this road in this directidri,and we will use every effort possible to bring it here.
