In Mr. Blaine's letter of acceptance in referring po ,the South ; he,depre cates the refival of Sectional issues which was a very proper thing for him to do, but if in framing his remarks he had addressed them to oi dim followers in the North in- stead iof iq' the people ; of the South J le would have done the correct thing, r jfp Democrat in the South , has ever for a moment .contemplated the in troduction of sectional issues in our National politics, for they have sense enough to know without enlighten ment 'from Mr. Blaine that such course would be fatal to Democratic success. The South has carefully avoided this, so far even as to dis courage the mention for positions on the Presidential ticket not only of her own citizens proper, but even of those of" Dbrder States reputed tol have been in sympathy with the South in the days of her struggle. So far Mr Blaine's volunteer gug geetioiis were entirely ; unnecessary fend out of order, as much so as is the inferential assertion that by voting the Democratic ticket solid the South arrays herself against the better sen ' timent of the Northern people. As a . matter of fact the better sentiment o the North ' is today with the De mocracy of the South and North in the effort to purify our politics and ' introduce more honest and respecta ble methods in the administration of of our public affairs. This effort ? cannot be baffled by crying against ... the solid South, which is solid not for any sinister purpose, but with the patriotic purpose of giving ascenden cy to those principles which will best serre to piomote the honor, prosper- ity, ' peace and glory of the whole country. When Mr. Blaine stoops to this kind t of appeal lor ' Southern support he but reiterates the stereo i typed line ' of argument followed in every campaign since the war by Republican stumpers, ' shows him self lacking in Originality and will meet with about the same success that Republican stumpers who have preceded him on the same line have met with. Eaton, president of the civil service commission, in an swer to an inquiry today, Aexpressed the opinion that there is nothing in the civil service laws which will pre vent a Senator or Representative from service on political campaign committees. The law is very explicit in prohibiting Senators and represen tatives, equally, with alt other officers and employes of tiie-i government, from being in any .manner concerned, directly or indirectly, with soliciting or receiving any assessment, sub. scription, or cohtribution for any political purpose whatever from any person receiving any salary or com1 pensation from the treasury of the United States. It would seem as ' if Mr. Eaton was technically correct in his construction of the law,-1 There is no prohibition of service by any Senator or Representative, but sinr ply the prohibition: in the most com prehensive terms that language can be used to employ, against Deing con cerned in the receiving of moiiey for Solitical parposes from any one who raws money from the publi treas ury. This can prove no source of embarrassment to Democratic mem bers of Congress, for they expect no contributions and will receive none from persons in government em ploy. With Republicans it is very different. The main portion? of the immense corruption fund witfii which they have debauched politics and carried elections has come frpm lev ies on officeholders and contractors, and must continue to so J. come. Therefore, as Mr. Eaton says', while there may be nothing in the law to prevent a Senator or Representative from accepting service on the . cam paign committees, the very moment the committee of which he is a mem ber receives the least contribution from those in government mploy, he violates the law by remaining a member of such committee. Practi cally, then, every Republican Sena tor and Representative, . as well as every Republican officeholder, is pro hibited from service on the political campaign committees. f THE CHOLERA IN FKAfcCE. Ten patients who were suffering from the disease have been cured and hate left Pharo Hospital. - - f Paris, July -19.-Three cases pf cholera in Paris: were reported today. Two of them proved fatal.
