Which assembled 4 at Savannah ktsiTuesday to discuss the condition of Southern' Harbors, and the. approaches thereto, was one of the most important bodies - which has assembled at theSouth since the war. Its membership' was large and ' representative. There were dele - gates resnilarlv appointed from seven of the South Atlantic States, and the Convention as an expression of pub lie send merit? id its work well, as is attested by the adoption of the reso lutionX published' in.- The Observer ; yesterday. It was th? most remarkable con vention in one respect, that we ever "snftechvmakini? convention. : It was apparent before the convention as. sembled'that there was great unani . mity .-of opinion among the delegates ' as to what the character of reswlu tions ought to be, and when the com. mittee on resolutions met it was found that there was nothing in the way of unanimous report. Tho ac . tion of the convention adopting the resolutions was also unanimous, and ligitim-.ite arguments on the subjects likely to engross the minds oi the lilt U1UC1 ., VfUB OktlU'U' n iicu v- port of the committee on; resolutions was adopted ,without, a diseect'.ng voice. . ' w The Value of "Water. -. Attention is. called by the' Coal Trade Journal, in an elaborate article, to the fact that the value of water as aid. to blasting, when used in connec tion with explosives, 13 rapidly be coming recognized in this country, as well as in the larger mines ana 'quarries of Europe. Among the fa vorable points pertaining to this pro cess, epesial mention is made of the fact that the powder in exploding, uursis tne lUDe containing ine water, and careful estimates ; showing with increased power or explosive violence; this is because the rendirg force is extended through the water, in accordance with certain" well known principles . of hydrostatics, over the enlarged interior area of the bore hole, due to the space occupied by the water tube. A much larger quantity of the material to be mined or quarried is thus brought down or loosened with a smaller quantity of given off' -by the burning of the pow der and surrounding gases converts a larger propprtion of the water into steam, the elastic force of which as sists in the oporatioa of blasting, and the steam and remaining, water to gether extinguish the flame and flash of the-powder.
