That measure, however, dees not to his mind cover the case, and he suggests a plan based on that hill, the main features of which were in corporated in the President's mes-. eno-A to Conerress with his comment dation. fie suggests the adrisahility of building j ails; at each place in the country where United States Courts are held. The necessity of building a Government pemtentiary where all persons convicted of 'SET nited States offences could be confined is strongly' urged. Such convicts, he says, could be employed in manufacturing sup plies exclusively for the Government, which work would assist in making the institution self-sustaining. A PWehea Battle Between Strife ezHS and B-l nion Men. Pittsburg, Pa., Dec. 10. Pine Run, about one mile below Elizabeth, Pa., was the scene of another riot thismrning between striking coal miners and the men who have been workiEg for the papt two weeks at reduction of wages. This morning about S:30. when twenty-five miners were on their way to work in Lynn's mines, a .squad of 300 masked men met them, and dee&anded that they return to their homes. This was res fused, and the mob then made an at tack on them with clubs and stones. The riot lasted two hours. Ten men were injured. One named Newton Campbell, a driver, was set upon by six stmfesrs and -beaten to insensibility His injuries are believed to be fatal. Richard Hall and Sam Myford were also seriously injured. The others got away with slight cuts and bruises. After standing their ground nearly two hours, the non-unionists were driven off and fled to places of safety. The strikers then stayed in the vicini ty of the mines until after daylight, waiting for more miners to come to work, but none made their appear .ance. The mob then wedged the switch of the private railroad running to the mine and disappeared over the hills. A train coming along a short time later was thrown from the track and the engine upturned, but no one was hurt. Word was immediately telegraphed to this city for assistance. At 11 o'clock Sheriff Gray, with a posse, left for the scene. The mob is believed to be one organised to visit all the mines today where men are working at a reduction, and more trouble is feared.
