The Kepublica party insisted that "rates of duty should oe re-adjusted only when condition have so changed that the public ln tercat demands alteration,' while th Democratic party favored a revision and a gradual reduction of the tariff. Republican alterations are to be made when necessary along protective lines while Democratic revision means the elimination of the .protective principle ine itepubllcun party has revised th tariff schedules in the past when re vision was essential, and It will not hesitate in the future to subject them to careful scrutiny and alteration, r that our protective system may be Just In its operation. Whenever change of schedules Is essential in the public in lerest. the alteration will be made: it will be -made alvisedly: It will, be made with full knowledge, not In response to mere sentiment, but agreeably to sound economic necessity. Any other policy is obviously unwise and disturb ng in lis tendency. The Republican party adheres to the doctrine ot commercial reciprocity; that reciprocity which ia the 'hand-maiden omniedie and to develop American in dustry In the Interest of American labor and American capital. It holds to that reciprocity fhich is the 'hand-maiden of protection, but not to that which is but another form of free trade, and which is hostile to the protective sys em. ' Dr. Montague, of Toronto, said tha he Dominion had tried all forms of rade relations from reciprocity to free rude. All these have been dropped in favor, of protection. Since the time when protection was firmly established the country has seen more prosperity nan ever before. Dr. Montague said there was a desire In Canada for reci procity. WinstOn-Salem, Dec. 1. President Sterling Smith, of the Winston to bacco board of trade, makes an en couraging as well as a creditable re port of leaf sales on the Winston mar ket for November. It shows that the warehouses sold 3,057,217 pounds of the weed during the past month for $266,- 225.29, and average of $8.71 per hun drcn. The sales of leaf on this mar ket for November. 1903, aggregated 2.467.275 pounds. It brought $159,158.15, an average of $6.46. The gain for Nov ember, 1904 over the corresponding month of 1903 Is 589,972 pounds. There Is also a gain in price of $2.25 per hundred. Mr. X. B.
