J. ,. . i. v A 'Charter Merely Means to aa End - A Guaranteed Jiorougb tne Thine;, "The cltlsena of Dilworth are taking 'time toy the forelock' In ibeir move ment for Incorporation " demarked ' a prominent cltieen of that suburb to an 1 Observer -reporter yssterday. "Some . things they Want and aome things they do not. Being men or resignt ana fcusinoss-acumen, they not only know -what; they want but they Know full : well bow beat to obtain It. -- t "All recognise that the city limits of Charlotte are soon to be extended. The v know that this extension will in- elude Dilworth. All are cognisant of the fact that there Is a heavy bonded debt hanetns; over the city. They know the taxes are already high. Further ' ' they are aware of the fact that the : disbursements of the city exceed the f Income by several thousand dollars , yearly and then, even after they come ' j in, there Is the possibility of an In v creose in the tax rate. -' ' t The good people of Dilworth do , not care to come into the city and x'-' v have saddled upon them a- share of thia ' heavy debt, contracted before they be come members of the municipality. (The. question that presents itself to their Is the very perplexlnff problem as t,' to how this calamity may be avoided. They believe that the solution rests, if ,. either with separate Incorporation or 4j ' permanent burroug-h. Vj,' "They are afraid of the borougih be J cause it Is insecure and may be ctoan- Red at any time. If the citizens ot Dil worth could be guaranteed In some , way that the suburb would always re train a borough, then ther would be . nothing further said. If this could be done people of Dilworth would be wlll , Ins to enter Charlotte to-morrow. ''When the cltisens of Dilworth se rure their charter, they themselves will .hen make advances to the city to be admitted as a borough. If Charlotte will agree to this and will give assur ance of the permanency of it, then all will be wen. Otherwise Dilworth will be a separate corporation until some administration comes Into power which will agree to the demands along this line. "No, the residents of Dilworth do not - desire to be a city to themselves. They are all for a boough. but mast have a borough that must stick." 0 s. mm COXCRETE MACHINE AT WORK. Flooring of New Hotel Being Iall A Bis Dinner Thanksgiving. Many gathered on the west side of the new hotel yesterday to watch the steam concrete machine at work. The feldy of the machine resemled a bar rel with a number of rods and bars Inside to mix the material as It re volved. A load of sand and a bag of cement, two bucketful of water and two of cinders were dumped In the one end and the concrete mortar came out at the other. Wheel barrows carried the concrete Into the hotel and It was placed on the first floor to a depth of a half foot or more. Ten sections of the floor were covered yesterday. A week will be required 16 lay the first floor. The other stories are to be cov ered with the same material and so also the roof. All of the negroes who quit work Tuesday, when John Baxter fell from the fifth floor and killed himself, have returned to work. The progress of the building is very satisfactory to those who sre supervising it. It is under stood that a rousing big Thanksislv Ing dinner Is to be served next fall to celebrate the completion of the struc ture, to which a number of the city's prominent citizens are to be Invited. v THE KOSENBACM ' CASE. . t , -W: - The Difference Bet ween the Merchant ;: and rgqulra Jill ton Adjnsted Out of , voort Two versions of the Settle : ment.', , t j v M, "I vlsh t could white,'' said-Mr, Louis Rosonbaorn, yesterday morning as he accosted an , Observer man on the street:?, t ' M ; v - "Vhy do you vlsh Jat? was asked .."Cause I vould aay vat I dinks about tjie courts of this city. 'It was 8qulre Hilton; Taking 'Squire Hilton as his text Mr. Rosen baum, whose troubles come In schools, preached a sermon on this country. He raid among other things that a man could get justice in Rus sia quicker than In a Charlotte court. He haI just been down and apologised to 'Squire Hilton's court and paid the costs in a case where a negro had sued htm for 85 cents, the price of a pair of shoea He was hot under the callar. Things rocked along until The Chromlcle came out. yesterday after noon, and said that Mr. Rosenbaum had apologized to the -court. That ril ed Mr. Rosenbaum and he paid the Observer a visit to say that he did not do certain things. From the con versation of Mr. Rosenbaum one would believe that 'Squire 'Hilton was the one who apologized. There is a misunder standing somewhere. The case wiaa not tried, much to the regTet of a large crowd that had gath ered to hear It. Much Is certain; and It looked like 'Hqulre Hilton got the best of the fall. Mr. Rosenbaum takes a rosy view of his side of the affair but his temperature was a little high all day yesterday. He was not quite satis fied with his adopted country and went so far aa to say that if he was a num ber of the Legislature he would appoint several new magistrates for Charlotte.
