Messrs. J. A. Durham. J. L Blakely, J. K. Wolfe, Col. A. L. Smith. J. H. Wesrn and J. 3. Williams. j Immedlatly after the meeting was - 'called to order, the question of the 1 election of a successor to the last 'as ststant chief of police was taken up. v It waa thought at first that this mat- , ter would be disposed of but. after . some little discussion, action was post- '.poned. The resignation of Mr. B. J. Hum- " 'morrow was read and the names of several applicants for the vacancy created, were submitted. On motion ' of Mr. Durham, seconded by Col. Bmlth, Mr. Walter B. Orr wss elect- ed a regular officer to succeed Mr. ' Snmmerrow, the vote being unanl ' . mooa. . ' Mr. Durham then read the report of the police department for the '. month of April, which he followed . . with a report covering the opera tions of the department during the year. In April, lit arrests were made, and $102.10 waa collected In fines, costs, etc. During the year, the police department made 2.041 ar rests, tt of which were for State rases and 2,47? were city cases. In , the recorder's court, the amount of fines .during the year amounted to u fl.OSt.10; the costs s mounted to 12,- t0t.4t; $100 was collected from the 1 Southern Railway Company and $180 from the Seaboard Air Una Com- pany, making a grand total of IS,- 42.21. ; - - Mr. Durham suggested that fav . orable action be taken by the com- f- mission on the recommendation of Chief H. C. Irwin that the depart ment be furnished with a horse for mounted policeman. This suggestion-was csrrled out. and the de- ' partment was authorised to make the necessary purchase. Mr. Durham al '. so recommeded that the salary of th two police sergeants be Increased y It per month and that the salary of . the chief of of police be raised 1200. Both recommendations were voted up- on favorably. Mr, Blakely. chairman of the health department, aubmltted a verbal report of the work accomplished by the ssnl- - tary board during the past year. He ' stated, at the outset, that the depart- ment had spent approximately 11.600 - more than had been allotted to It - We cited several Items showing how this deficit had been caused.- For In stance, the crematory had been re paired at heavy cost, hills had held over from the last administrations i which had to be paid out of this board's money, and many other srnall . er expense accounts, which did not exactly belong to the other depart ments, ' were paid out of the funds of this board. Mr. Blakely slated that four men were necessary on the sanitary force during the rumrnr, lie recommend ed that Mr. N. A.'Barnhardt, superln- 'j tendent of the crematory, be Intrud ed to act as sanitary policeman In ward 4. his pay being raised to that of a regular sanitary officer. This "recommendation was adopted. On motion. Mr. J. F. The city owns a beautiful horse named "Major." Without doubt he ia the fastest horse In all of the fire de partment of the State. He has been greatly Incapacitated recently but the city has been unwilling to let him aro. Lat night it waa unanimously decided to keep him and, by popular subscription, it Is planned to give all th attention necessary to nurse him back to health. The Mount Pleasant College boys were her this afternoon to play a game with the Spencer boys but the game had to be called on account of th constant downpour of rain. A great feast will be served the veterans of the county In the Davis market building on Main street at noon by the ladles. At 2 p. m. General Julian 8. Carr will address the veterans at the opera house, where other exercises will tsfce place, after which the vet erans, the Daushters of the Confeder al and th Children of the Confed eracy will form rank, and march to the city cemetery where graves of the Confederate dead wilt be decorated with flowers. The ladtea are sparing no amount of labor to make this an eventful day among th living Con federate veterans and it Is earnestly requested that every veteran In the county be present. AH veterans who have made application for crosses of honor which are to be given by the I'nlted Daughters of the Confederacy, will receive them on this occasion. One hundred and fifty veterans will be awarded these crosses of honor. This is the first time Memorial Day has been kept by an official observa tion and It Is proposed to make the occasion not only an enjoyable one ror the -veterans themselves but for their children and grandchildren aa well. In Federal Court to-day stictor Rube, a sweaisn seaman, was convicted of willful sub ordination on board th revenue cut' ter Seminole and was sentenced to six months imprisonment.
