Tha meaning of tha worda Of tha speaker were - plainly and trongly placed. Ha rtferred to thoaa who would attribute the decline of tho old position of . tho Bible from Ira old and time-honored place sa tho Book of Books In tho publlo schools snd other Institutions.'- Ha said, "This svtl Is not to bo remedied by the UN of tho sacred book as ! a manual of worship merely but only by establishing It In our educational Institutions aa the basis of our social morality. It Is agreed that the Bible Is revered. In a perfunctory way, by dudIis snd teachers and boards ana Legislatures, but It Is trus that It Is with us no longer the power of In' dividual and national ; rlghteoiumeea It formerly ' was. There are sen ous evidences of tse neglect of moral training In our educational Instltu tlon, a reault that naturally follows upon the secularisation of fur educa tional agencies. BtateJinfluence now dominate one educational enter prteea." Ha referred to tha fact that less than SO yeara ago the schools were in the hsnds snd under the In fluence, for the moat part, of the Churche. The radical chanfes-wer told of and the shifting of education al emphanla from moral to Industrial idea la. all of which meant me cor responding decline of the moral and religious life, which waa defined as undesirable and Illogical and a blunder that, without excuse, . cries out louder and louder for correction. The speaker evinced great forceful- nera s he delineated the conflict and change and more apparent changes with the dlxtortlng and distorted secular tendencies. Tha Industrialisation of education al alma he classed aa accompanying thl process of secularising ss a would-be practical bias to our train ing. He arathlngty denounced the present preparation for Ufa, educa tionally, aa Increasingly materialistic and looking away from esthetic and moral culture. The turning away from what Burke called, "tho unbought grace of Ufa" was thrown Into contrast. Modern business methods, he said, are bringing Into a clash the finer thing and part of life and the training therefor. Con tinuing, he added, "Not loss effective Is the weakening of our well-meant but unreasonable political regulation of tho relation of Church and State. We submit with superstitious timid ity." A short and moat strikingly In teresting and timely talk waa that delivered by Superintendent Gregory. It waa a wholesome and soundly thought-out plea for changes In the manner of teaching children, not only among the 1 It t lo peoplo, with plastic and unshaped minds snd all their young sims and loves and desires, but It was made to apply to those who wero older In years and more learned snd somewhat formed by ex perience as well In the differing walks of life. The stress was placed on the fact that the child must be developed Into self consciousness of his own powers and that thin must he done by gentleness ejtd considera tion and the allowance of, as well as the praise for, personal acts. The good should bo applauded and, while tha 111 4s to be desired, may not be placed out against the good In too great evidence. There Is much Interest In the ap proaching encampment of the Na tional Guard of this State. Under the present arrangement one regi ment, the Third, r4s to Chlckamauga and camp equlpag1" will bo sent with' the rKlment.,'T"hls cannot be done until after the State encampmenta are ended.' The - Chlckamauga en campment begins August 17th. Un der the present arrangement, aa given out, the First flnd Second Regiments and the Galling Mattery will encamp at Morehead City, each for five or six days with four or five days Intervening between the two encampments. General Armlleld will be In command there and will remain during tho entire 16 or 17 diiyx. It In said. (iflli lals have been notified by Sen ator Dick, of Ohio, that the bill doubling the npirnprlfitlon for the National Guard will certainly pas Congress, though It Is not possible, he states, to nay st what time. This, of course, might mean that It will now pus the Senate and pass the House at the following session of the present Congress, of course, the State ofllcliils are basing their nr rangitncnl npon what In now In In sight only nml so, should the Dick bill become u law at thla session, everything would protmhl- be ar ranged. The Stnte would like to aend two regiments to Chlckamsuga Instead of one, the two In such case lo be under the command of General Armflcld, for In so doing the State would make tho most creditable showing possible. Neither the Sec ond nor the Third regiment has ever been out of the State, while two yenrs ago the First regiment was In Virginia. ' Since the presentation last night of the petition for an election In Hnlelgh townHhlp on the question of prohibi tion or dispensary to the board of aldermen more Interest la shown In that matter. MR. OSBOHNS PREACHES CLOS INQ - SERMON. Ray. Prancla M. Osborne, of Char lotte, to-night preached tha cloaing sermon. Ho chocs as his subject Tha Call to tha Ministry." basing Ms remarks on the 'call of -the prophet. Ezeklel, He began by say ing tho need of men for tha minlatry has been so emphasised In this con1 ventlon and throughout tha country that this point need not ba referred to, but that ha would address his re marks to tha - Question, about which thsro ara Imperfect opinions:' What constitutes a call to tha ministry and what ara tha requirements of this omcar Ho believed that tha true snswers for these Questions account for tho fact that many parishes best ntted for the ministry rail entirely to do so. "A call to ths mjnistry must be both outward and Inward, objective and subjective. It wss so n the case of Exeklel. In the ac count that we have read, we see that he waa moved to do a special work for Ood. both by the vision of glory which appeared and also by tha In ner stirrings of -his heart, each strengthening and confirming the other. Similar were the cases of Isaiah, Jeremiah and Daniel. Bo It wan In the call of our Lord's disciples, n the word of His mouth and tha conviction of their heart. But what answers to the objective call or the ministers In this day, when vis ions have ceased 'and our Lord la no onger amongst us? Tho most natural thing in the world for the Church stands for ths visible pres ence of Ood among men. The Church Is the vein of Christ on efrth, Is God In the world. In short, ths ministry must perpetuate Itself. We undertake to do the negative part. upholding the Church a standard and hereby restraining our sealous souls. Ths point I would now especially emphasise is that, very often, the outward call comes first, as was the case with Isaiah snd Exeklel, Jesus and Ilia disciples and In the early Church. For example, as In the case of Ambrose, the great bishop of Milan, the call must coma from ths ministry, from parents and from friends. Not by persuasion so much ss by suggestion and by Instructions n needs snd In obgllgatlons. Of course, there are objoctlonn to tnis plan, though it atrlkes across our modern way of thinking and doing. Men say wo must wait for the inner call first, but we do not wait for the nner call in regard to Inducing men to accept the common Christian life. "Again. It is objected that you might Induce a man to make a mis take. But It In not perauaalon that would ntress, but raiher the aroun- ng of a man's latent Instincts and he strengthening and development of the same. The effect would be n many cases that of showing a man that thin Is his first and greatest call. Another effect would be that of helping true and humble spirited men to realize that their very humili ty Is their best fitness for this office, 'The requirements or a candidate for the ministry are numerous, but supremely they are mors! and plrltual qualifications. He In to be not essentially a scholar or an orator nr an executive, nut a spiritual peclallst and moral hero. After thla como the education and training for he sake of the presentation or ruth, nnd that truth la the truth of God. He may need the acuteneaa of the lnw-yer. the nklll of the physl clan, the executive ability of the mere chant, the learning or tho professor, the aesthetic nnture of the musician and painter and all this have full piny In hln life. But first of all, he must teach theology, the truth Of God. To depart from thin Is to step down md to do inferior work.
