They', give a voucher to the teacher for, her full time. These vouchers have ':, been honored rather than allow tbe teacher to bedeprlved ofwhat ha has justly earned. Them amounts ara property charged to the district In question, and the amount la made up from tha next apportionment , No- district is deprived of a mill that. belongs to It by this trsntsbnton. as each must make up ttswn deficit All must admit at least .that this Is just. If. aa Judge Armfleld said. "The law Is the right," then w a have kept the faith. :(; . - In the Iocs, tax 'district a there a no way of telllna just how much of tha tax la to go uncollected. Some times It 14 necessary - to make a con tract with a teacher for a definite lengtlt of time ig order to secure her eervle,a. When If the local tax falls below tha estimated amount, aa often happens In tha municipality and in the State, and even In tha national government, how la tha difficulty to be met save by drawing on tha tax of the next year? In tha Dltworth dis tricts where tha largest shortage la, a considerable amount of tha local tax haa not yet been paid Into the county treaaury. Believing that thia tax would be collected, the school was allowed to run on. NO DISCHEPANCE. There Is no discrepancy in the books of the superintendent because they show clearly where every cent of the money has gone. Neither Is his account overdrawn, because ha does not handle one dollar of the school, fund; He cannot drae a voucher for even the smallest s mount. Ills relation to the school fund is merely that of an auditor. It may be said in Muperlntendent Cochran s fa vor that ha haa uaed hla own personal bank account at times to tide over emergencies, and has never received one cent In compensation for the use of his money. W do not Ilka to Indulge In pr aonalltles, but wa think this fact might be made known. Two mem bers of the finance committee who are both local school committeemen did during tha past year sign vouchers, each In his respective district for more money than was to the credit of his district. These two men, sitting as finance committee, condemn the coun ty superintendent and county treasur er for approving tha drafts. In conclusion we will say that It haa been the policy of this board to redeem a teacher's voucher when pre. aented, at Its face value. All can remember the time , In this county When no money wss to be had by a teacher until January. If In close cir cumstance. She wss forced to sell her vouchor to a money shark. Often at a discount of IS per rent., this board deemed It but right that a teacher should be paid the - full amount contracted for by her, as teonl ara paid who follow other occupations. A few years agO a school voucher went begclng.
