He read two letters from Greenville, fans explaining the situation there. Judge Turnell In his charge to the Federal grand Jury, dwelt on peon age. He said h believed the Legis lature which passed the landlord and tenant act three years ago, overlook ed the revised statutes. The Geor gia Legislature a few years ago en acted a law which the United 8tatea Supreme Court held unconstitutional. He ald that if a magistrate or - a Judge required some person who had received advances of money or sup piles, upon agreeing to do certain work, and had failed to keep con tract, to work for the person making such advances, it was a clear case of peonage, directly conflicting with Federal statutea. He believed that If the person who violated State statutes were fined and roqulrod to work out the fine, that also would be a violation of the statute. The land lord and tenant act of 10S, which h thus strikes at. waa made law at the Instance of farmers, so as to hold tenants to contracts by making vio lations of them misdemeanors pun lishable by fine or Imprisonment.
