Jan. 16.-Stocks were lifted to & higher level to-day In much the same laborious manner as for several days past, but the later reaction was moderate and left something of the day's gains. Conditions were not much chang ed from those ruling for some time past and much the same factors Were given their chief consideration ss factor in the trading. The feeling towards ex tensive new stock Issues was shown In the pressure to sell Chicago and North western, which -caused the acute depres sion in that stock. Tho rally In the stock alter the official announcement of the proposed stock issue waa due rather to the moderate amount of the new capital than to any change In the pre vailing opinion toward tha tendency in dilute capital of railroads. The general consideration of the enormous capital requirement of the railroads was stimulated by the published reports ot the letter of President Hill, of the Great Northern, to the Governor of Minnesota. containing the assertion that tho rail roads or the country would need to ex pend $1,100,000,000 a year for five years to come to supply facllltle -that would meet the demands made urmn tliem hv the present traffic seeking service.
