New Law Uter For Year Reached by Same Extenalve and Varied Sell-1 Ing Which Broke Price Monday , Same TJnsnpported Conditions Pre- i railed. j New York, Feb. 27,-The stock mark-t waa upset to-day by selling of the same extensive and varied character as that which broke price on Monday to new low levels for the year. Yesterday s ral ly had given the Impression that Mon day's selling was largely for profession al short account. To-day's selling had more the appearance of liquidation and the market waa In the same unsupported conditions as on Monday, a fact which accounted largely for the material In rosds on . prices on comparatively light selling" ft was generally held that the developments at the Inter-Btate com merce commission Inquiry were respon sible for the tone of the speculation. It waa not any immediate Item of informa tion disclosed that prompted the selllnc of securities, but the fears of the ulti mate consequences growing out of tho Investigation, Th rccognlxed slm of the investigation Is to demonstrate the de sirability or necessity of more stringent control over railroad companies by the government, especially in the matter of issues of capital and purchase of stock in other properties, on account of the bearing In the freight rates charged which these matters have. It Is believ ed that, so far aa the Impression nn the public rrflnd Is concerned, the Inquiry will have the effect of strengthening the con tention of tha government, substantially and of furthering the efforts to tenure legislation to secure these alms. The news of the passage by the Senate of the Aldrtch currency measure was of disap pointing effect on tha market. There waa a momentary rise In the opening dealings, but prices promptly sold off egaln with a growing downward Im petus. There was some extensive buying dur ing the final hour, which seemed to be profuVtaking br the bears. It had the ef fect of steadying the market, but there were no Important recoveries.
