April . Secretary Root and Mexican Ambassador Greel to-day decided that the time was ripe for concerted action to terminate nos tllitles in Central America if that re suit could be accomplished by moral suasion and earnest representations; beyond wmch point neither the Unit ed States or Mexico is willing to go The appearance in Washington of a minister from Salvador with large powers,- believed to be authorized to speak for Honduras, seemed to afford the opportunity for diplomatic action here. Therefore a series of confer ences began early to-day at the State Department between i these Interned parties, which It Is stated by the par ticipants-probably will lead 'to peaceful settlement of the troubles, and moreover, one that will endure longer than-the few months that fre quently marks the . life of these Cen tral American compacts. The bases for the agreement is yet to be'defined in its details: indeed it was stated that beyond the - agreement among the parties to the conference that the time had now, come for action by them,:the plan had not been perfect ed. . A notable fact was the absence of the Nlcaraguan minister, Senor Corea, It was suggested that the purpose of the conference to frame an agreement for the future settle ment of all disputes between Central American countries and then submit this, to Nicaragua and request her ad nession, railing which- that country would find itself standing alone among we central American states " and without their sympathy. It is believ ed that few days will bring about im portant developments and that either peace win be declared or - a general war win follow , between Nicaragua ana me rour other States. t : V rt'.ps ;-t.-..-.. j IT r of t .? ct.
