The figures show, as will be tlced, an average Improvement of 2.9 points In condition since the 17th of May, but the average condition ts still the lowest on record. There has been a very serious decline In the condition of the crop In North Caro lina, Virginia, Georgia, Indian Terri tory and Oklahoma. This la largely attributed to the abnormally low and unseasonable temperature which has prevailed In these States during: most of the month of June, the; tempera ture having been an asjerage of near ly 18 degrees below the normal. An abandonment of 4.7 per cent, in the acreage contemplated a month ago Is reported, this abandonment being largely due to the Inability of , the planters to get the seed and labor necessary for the replanting made necessary by the soddon condition of the fields after the heavy rains. The total Indicated acreage Is now 30, 418,000 acres. Throughout the entire area the crop has had to be replanted an average of 1.8 times and, In conse quence of this and the low tempera tures, It Is reported to be an average of. 24 days late. The outlook as dis closed by these replies Is certainly grave in the most serious degree. With a continuation of. low tempera tures or rain, the world would be con fronted with practically a complete failure. If, on", the other hand, a prolonged spell of high temperatures should set In, the practical Incinera tion pf a feeble and succulent plant would result, as It Is the general complaint that the development of the tap root Is so Imperfect as to leave the crop absolutely without any means ' of self-protection against drought.
