New York. Sept; 7. The specula tive movement In stocks' was disposed to mark time to-day. Prlres moved sluggishly and fluctuated frequently. The holiday In London was partly responsible for the dullness. The financial district also Is inclined to await the outcome of the New York City bbnd sale for clearer light on aoroe of the conditions 1 which are f counted upon to sustain the Improve ment which has taken place In the se curities market Bids for the $40.- 000,000 Issue of 4 1-2 per cent New York City bonds are to be opened next Tr "day. The o.'ncial denial of yesterday's rumors ef an intended distributlri of a 25 per cent, extra dividend to .Northern Pacific stockholders dashed some ef yesterday's speculative en thusiasm, as these rumors were a main incentive to the movement. The bank statement also failed to show th expected train In cash, the de crease of $1,420,000 contrasting with early estimates of the gain of 12,000, 000, Loans also showed a small ex pansion, the next result being to re duce the surplus resrve to $7,372,350. Meantime it became known that da- ' posits of Treasury funds have been made with some of the banks In the financial district and that more are In prospect t next week. The contrast with the bank statement of this week a year ago in striking. In that week, notwithstanding a loan' contraction ' nearly $12,000,000 the surplus disap- ' peared before a shrinkage in that . item of $9,447,325 to a deficit of $, 677.925, the cash holdings having been depleted $18,508,100 by the week's operations, during which money on call had loaned at forty per cent. There was a further recession In the private rate of discount In London to day. ' To-day's heavy tone of stocks here was unrelieved to the close of the essslon. . " . Bonds were steady. Total sales per value $474,000. U. 8. fours have declined 1 per cent, i on call during the week. Total sales stocks to-day 232,700 hares, Including Copper 25,800; C. " B. FKAZIEll A CARRINQTON. : II , I II ) I.' ' . t J. S. Bache A Co's Cotton Letter. New York, Sept. 7.-The cotton . mar ket to-day was a very narrow affair. Lower cables from Liverpool forced an early decline in the near months but bus iness was st a standstill and there was no disposition to trade uutil after the government report Monday. After the early decline prices - rallied .feebly on moderate buying on some less favorable crop advices. No outside Interest of any kind. Tho returns from the crop of 1908- OT show a large visible supply operates against any mattrlul udvnr.t-e especially in view --of the near proximity of the heaviest movement period of the crop. At the same tlmi the strength of spots ranging high levels than futures makes the future market ont of line. Encour aging buying by large spot interests, we favor buying side n decline. J. Si. UAC11E & CO. Hubbard Bros. St Co.'s Cotton Letter. Special to The Observer. New York, Sept., 7. All markets were practically at a standstill to-day awaiting the publication of the bureau report on Monday. As a result of the violent, fluc tuations which have resulted from tho is suance of these bureau reports In tho past the cotton trade now endeavors to avoid having any large open Interest on either side at that time. 80 the fluctuations were of a minor character to-day, open ing lower on account of the decline In Liverpool where traders bad bcyn long and closing quiei and steady at a shade easier. Tho weather is regarded as about right for thd crop everywhere except In Texas, whero the orougnt continues. HUCBARU BROS. & CO. Dally Cotton Market. Now York, Sept. 7.
