The principle demands that the In come tax be levied. If It U possible from the point of view of the adminis tration of the tax, upon net Income, father than gross, since gross Income does not always bear the same ratio to the cost of Its making and conse quently does not fairly measure abil ity to pay taxes. This principle demands that the rate be levied! upon net Income dif ferentiated Into classes, each accord ing t its industrial nature-and Im portance to the life or the citizen and the State, and that a differentiated rate be established for each class.
