For sometimes It has been: Judged that th health depart ment was consuming too much money In the administration. ot it- attaira. and tha alderman ' requested the board . to - look over Its affairs and to cut expenses if, possible. It was really In acquiescence to this wish of the parent board that Mr. Hsywood was asked to assume th management of this department and to supervise its AT Ira rflr.rlv :' : : ' . -. A COMBINATION OF POSITIONa. - Mr pnrtor made a capable offl cer, ' if there has been any trouble of any sort In bis department. It was due to th fact that ther was s conflict of powers between the superintendent of health and th ehlaf of the sani tary department, not in any sens an pen disagreement as to authority, but rather a misunderstanding as to whose first duty It was to attend to matters falling to this department, ar. .nay wood's position is above that of th superintendent of health, who Is also th city physician. snd the chief of the aanitary department; There will be no further trouble In this respect " His friends will endeavor to get at r. Porter back on th police force, from which he was taken to assume his du ties as chief of the sanitary force. As a police officer he won7 th respect of his comrades ana or tnose wno piaoea him In that position and was promot ed soon after the present administra tion took hold of th reins to a ser geant of the force. ; ; : . .-. OTHER PROBABLE CHANGES. - Following eul s. policy which the health board has agreed to adopt, and of which Mr. Haywood's election is the first steo. there will be other prob able changea in th department It Is likely thaUas many as two of the pres ent l sanitary- policemen - will lose their Jobs, for the sake of economy. and other reductions In wages and number of men will in all probability b made at an early date. ; . ' Mr. Haywood took up his . duties yesterday merely for the sake of ac quainting himself with the situation. He will not really assums his work un til the 1st of June. At that time he will be in position to begin a system of his own in the administration or his work. It Is his intention to com pletely change the plan of campaign of cleaning up the city and of preserv ing as much sanitation as possible throughout its length and ' breadth. There Is no denying that the work which falls upon th man holding such a position now is onerous In view of the extensions in tne city limits and th Increased population within th old boundaries. . . r WANT GENERAL IMPROVEMENT. Tha health board is aiming to im prove the sanitary condition of the municipality in every particular. At a late meeting of th board H was de cided to employ an expert to make In vestigations of tha milk and mearsup- ply and to make daily reports as to the quality of these stuffs, which are offered the people of the city. This action was deemed advisable In view of certain complaints which came to the members in regard to this matter, and the urgency of the claims which were presented In this behalf. It la a rather strange coincidence that the first three members of the board of aldermen . who took their places the first, of last, June as repre sentatives fro. Ward 1 , hay in the meantime been removed. Capt T. 8. Franklin was made mayor and as an alderman was succeeded by Dr. C. A. island. Then following several months afterward came the resignation of Mr. F. B. McDowell, and.' the-naming of Mr. W. J. Chambers at the last meet ing of the boardto succeed hirnow Mr. Haywoed Is removed,' leaving an other vacancy to be supplied,- and tak ing the last of the three original rep resentatives from that ward.'.- . . Those who know Mr. Haywood and have been associated with him in at tending to the duties as aldermen are aware of . his ability to fill the position which has Just been given him, and the city officials generally feel that the health department has moved in the right direction in making him di rector of its afflalrs. . , . - YADKIJT FOR CRAIG, So. It was the last ; rally of th several basketball teams of the Young Men's Christian Association, who had met to do honor to the successful basket ball team, the Tar Heels, who were the winners of the tronhy cup series of games -during the .season of 1907- I08. ,.. Simmons, formerly coach of athletics at the University of North Carolina and an athlete of prominence. He told sev eral incidents arising la his own ex perience which greatly pleased his audience.
