England Is the best place from Lthe plaintiff"- point of viow or a uruacn ui prumiif auiiwu. ah piner countries seem to regard with crave suspicion any attempt to recover monetary compensation for the ' loss of a prospective husband, and unless the plaintiff has a very strong case indeed it is never worth her white tp carry her jtMef Into the law courts. In France breach of promise cases arc rare for the simple reason that the law requires tha plaintiff to prove that she haa suffered pecuniary loaa. Now thla is not an easy thing to do on the part of the lady, especially In h country where a girl without a dot that la a marriage -portion -haa a poor chance of finding a husband. Holland and Austria have adopted the French system, and the result has hern about the same. Breach action are rare, the Injured damsels or their relatives usually taking tha law into their own hands. Practical Germany, as might be ex pected, has perhaps the best method for solving this problem, when a young coupla become engaged they have to go through a public betrothal ceremony that ought to knock all the shyness out of thorn. In the locar town hall the pair declare tholr af fection, willingness to marry,' etc., ending by signing a collection of doc uments that apparently leave no loop hols for escape. - But if either party to the contract wishes to withdraw another Journey Is undertaken to the town btll and another collection of documents sign ed, witnessed and sealed. Then the authorities determine the question of compensation should It be claimed. In this connection it may be said that the man can, and often docs, claim a solatium for his woundeTl feelings. The usual award Is one-fifth of tha marriage dowry. It Is easy to under stand, when all this la remembered, how loath the young people of Ger many are to break tholr betrothal oaths. As the law of Italy offers little or 00 protection whatever to Jilted dam sels and swains It Is not surprising that the stiletto should be the favor ite mode of deciding breach of prom ise cases. The Italian law demands that the person suing for "breach" shall produce a written promise to marry from the defendant; otherwise THE MECHANICS PERPETUAL B. & L ASSOCIATION Charlotte, N. The colonel, how ever, refused absolutely to adopt the suggestion, his one argument . being that he is not Interested in politics, that be Is interested In his own busi ness and his advertising methods lie also says ha likes to mingle and come in contact with the great mass; 01 wonting people at large, tnat nil present methods allow him this privi lege, while political work would not. "If I had that man's wonderful power qf drawing, an audience and perfect case wnne speaking, there would be no office In - this country to which I would not aspire. I consider him second , to no one I have heard as a natural orator, and I have listened to the greatest speakers." When Colonel Dillingham begins his lectures In Charlotte, which will be given every evening and which are fr.ee, to all, the people of this city win nave an opportunity of Judging for themselves whether he it really as great an orator as has been claimed for him. T the action cannot proceed. This diffi culty Is almosr Insurmountable, and the Italian Judges are seldom trou bled to adjudicate between one time lovers. To bring an action for breach of promise of marriage against a reign ing monarch Is an achievement, but It, has been done, and by an English lady. It is now fifteen years since Miss Jenny Mlghell sued the Sultan of Johore, and as, there was a doubt whether the dusky one was actually a reigning monarch the case was al lowed to come Into court. But the Judge quickly disposed of the action by ruling It Inadmissible for the rea son referred to and Miss Mlghell was non-suited. k It Is remarkable that one of the two actions which have brought ver dicts of 10,000 pounds each to the plaintiffs should 'nave had for Its de fendants' the editor of a matrimonial paper. The second case wigs between a, well-known actress and the eldest son of an earl.
