One dispatch' received early in the afternoon stated that Manchester operatives had voted to accept a reduc- Uon in wages. Private cables received later said that reports of a settlement were premature, and still later rumors were circulated that Lancashire mills would close on Monday. This, with bet' ter weather reports, was probably the prima factor In the closing decline. New York, Sept. IS. The stock market to-day showed the rtllef offered hy the speculative liquidation which his Veen affected during the weea. The pressure was lightened and the requirement of the short Interest 1-sft uncovered was run dent to cause some rally. The lone ai unsettled and un:erin and the rrove shent pf prices stMKSjl-n( and mixed X-i an unusual degree. Developments ojtsldu the technical speoulntive position of tne market were not Important exempt for r.n easier tone In the rates for call money. With the easing of the money market there was an outgo of gold, the S500.000 shipment to South America being con trolled by London claims. There was a shipment In addition of a million dollars to Canada. The decline In cash on all accounts thus foots up over 16,500,0(10. Signs of further weakness were to be seen here and there In the market. American Smelting continued to suffer from the excess of the former specula tion. A revival of the subject of Increas d freight rates Is considered blpnlflcant, also of continued unsatisfactory condi tions of railroad earnings. On the other hand, industrious use was made at the stock exchange of rumors of some com ing announcement that was to benefit the market. Bonds were heavy. Total sales, par value. $1,970,000. 1'. 8. bonds wore unchanged on call. ., ''- Daily Cotton Market, New .York. Sept. IX.
