If th Legislature should pass a State-wide prohibition bill within tha nsxt four years Harry St. George Tucker, as Governor of Virginia, would feel it his duty to veto It. The opponents of candid luestlon snd an swer, the advocates of silence or evaaion on Important matters of pub lic policy, were confounded last night when Mr. Tucker, before a large audience, made this statement with all the emphasis and dellberateness of which he was capable. BRIEFS. Freight Trains Collide at Seneca With No Loss of Life. Specie; to The Observer Greenvllls, S. C. Feb. 27. Two freight trains on the Southern col lided at Seneca this morning, narrow ly averting a serious wreck. The pilots of both engines were broken off and three cars were split up, but there were no personal Injuries. En gineer Hudson was in charge of No. 7, the regular freight train, while Engineer Jones was In charge of tht extra. Raymond Wallace was acquitted of participation In disorderly conduct at the south graded school February 8th. in the recorder's court yesterday morning. A committee of the town board has returned from Raleigh and they have assurance from Representative Cox that the Legisla ture will pass the bill which will give Wadesboro a new charter, with the provision that before becoming a law the charter will be submitted to the people at a special election and be ratified by them. The charter amendments are very important, and will probably carry In a special election, although there Is strong opposition to some sections. The main changes are but three. The proposition is to make maximum rate of taxation 11.25 on the 1100 and to this section there will be but little op position. The section relating to bonds provides that the town board may, whnn It la deemed best, issue Improvement bonds not to exceed $10,000. but that the board must first submit the matter to the people at a special election, and that a majority of the town voters must favor the issue. The paving and grading of streets Is to be done only after a pe tition signed by a majority of the property-owners shall be presented to the board .and then one-third of the cost of the work is to be paid by the town and the remainder by the abut Aotlon on Statehood For Territo- manner petitions must be presented before the board shall order the pav-, lng of sidewalks, hut when this work If ordered one-half of the cost is to be paid by the property-owner. Feb. 27 The War nepsrtmertt has ceiled the attention of the Virginia military authorities to a Yen ent incident at Roanoke, whern local militiamen engaged in some sort of benefit enter-am ment. by way of advertisement, had one of their num ber, who Is described as having been arrayed in the uniform of the regular service, equipped with the regulation belt and carrying an. obsolete rlfla with the regulation bayonet, bearing a placard, calling attention to the evert, go far as It Is known there seems to have been no Intention to show any disrespect to the uniform, it being simply an ill-advised or thoughtless act The most that can be .done, probably is to issue an ad monitory circular reminding the members of the militia that the uni form which they wear should not ba cheapened for advertising purposes. West, formerly county supervisor, was destroyed by fire last night at his home about four miles from ths city. Ths loss is esti mated at 2.300, with partial insur ance. Burgass, a prosperous farmer of the Battleboro section, end ed his life Thursday afternoon ahout 5 o'clock by blowing ofT the top of his head with a shotgun. The act was premediated for he had gone ln t othe bedroom at his home and made everything In readiness for his self destruction. He used a breech load ing shotgun, which he placed to his head and by the use of one of his toes he llred the gun, which tore his head from his body and scattered his brains In every part of the room. Deat hcame Instantly, and It Is hard to picture the horrible sight that met the eyes of his wife as she rushed Into the room, attracted by the gun shot.
