This Conven tion is called for the purpose of discussing generally the political situation of our Township and County, and also to elect delegates to the County Convention, which will be held on the 22th. of April, at the Courthouse doori'n Winton. All Democratic voters of Hert ford County are hereby notified and required to apueur at the Courthouse in W.nton, N. C., 0:1 Saturday, April 22nd, 1916, and show cause, if an.v they have, why an old time, enthusiastic Demo cratic Convention should not be held, for the purpose of appoint ing delegates to the' State, Con gressional, and Senatorial Conven tions, and to transact such other business as may come before the Convention. ' TO THB TAXPAYERS OF BEKT FORU COUNTY. I notice during the year IUI5 the County Imd to pay out for lit - tereat U> the banks for carrying its paper $74.56. This meant that the County did not have the mon ey to pav its bills, and had to borrow from the banks. This bor rowed monev had to t>e paid from the funds belonging to the year 1916. Tliis naturally creates a shortage in the funds for 1916. If it takes the sauie amount of money to run the County in 1916 that it did in 1915, there will be a short age of two years to lake eare of out of the 1917 funds, and so on from year to year, a You may usk how this thing came about. Ten years ago the taxes were divided as follows: State 25, schools 18, County 23 2 3 per cent. Shortly after that the State took two cents from the counties, and gave to the schools, leaving the canities 21 2 3. In 1911, I think it was, the Stale1 took 2 2 3 from the counties and raised the Slate's proportion to 27 2 3. So, you see the counties aee having to get along with 4 2 3 on the one hundred dollars less than it did eight or ten years ago. Now there is no use in cursing the State; that wiil not help the County's condition any. A con dilion has been created that we have got to prepare for. What shall we dof Hetnain quiet and have our county levy increased 3c. on the one hundred dollars, or shall we find a way to settle this Uilhand keep out of debt as a county without an increase of tax ntionf 1 surest the following plan: abolish the office of Connt.v Treas urer, ketone or more banks in the County to act us Treasurer without pay (this will save approximately $1500 to $1800); do away with one of our week courts, I would sug gest February. This would save at least $350. Can ihe County gel along without this extra court? I think so. Then, if we will es tablish a Recorders Court that will have jurisdiction in all crimi nal matters, wherein the fines are not over $200 or imprisonment not over two years, with power to send convicts to the r<mds. etc Also to have jurisdiction in civil cases, wheie the amount involved does not exceed $500, or the title to land is not involved. 1 am of the opinion we can cut out another week of court, leaving four weeks of court, inost o? which would be i devoted to the trying of civil cases. Now the question is. What are we going to do about itf It is tlie opinion of those I have talked with, an I who know best our County's finances, that as mat tern now stand an extra tax is in evitable. Nobudy in the county is willing to this, no not one. The election for county officers comes ' off before the next Legislature meets. We will have to elect our county officers just as we have been doing, and they will be in ducted into office for two years. So we wiil have to put up wkh tilings hs tbey are for l9Kjk and 1918, unless we might get clear of one of the courts next year. 1 think we might have a mass meet ing in Wiuton right away, that we might consult together, ex change ideas, and give instructions to him who may represent us in the next legislature. Now. don't get it in your head tliot I am after an office. I assure there is no office in the gift of the people of Hertford County that I would accept. The County has hunored me sufficiently in the past for me to d" what I can toward imoroving her financial condition. I am opposed to any raise in our county lax rate. If any one Tcan suggest a better plan, or one as good as the one herein outlined it will be satisfactory to me. What I want is something that will bring results. Respectfully, B. F. Williams. Mr. Brett was a member of the Aulander Baseball l'eam during the Ibid season and has many friends here. Kev- K. L. Gay. Field Secretary of the North Carolina Anti-Saloon League and formerly partor of the Aulander Baptist! Church, was in our city last Saturday. Brother Gay has many friends in this sec tion who are alwayuglad to wel come him. Dr. M. Bolton of Rich Square was here last Thursday on busi ness. While here he purchased a new Overland machine from the Aulander Live' Stock and Supply tkimpanv. This makes the fourth Overland Touring car that- has been sold through this agency during the past two weeks. Mr. E. G. Griffin of Woodland was in Aulander one day last week enroute to Norfolk. At the last meeting of the Worn- < ?mi's Civic League a week in April was set apart to be designated us ; clean up week. Thus, not only < every borne in Aulander will re- i ceive its annual Spring cleaning, j but the whole town will also enjoy j this distinction. Severn High School withdrew from the triatigle, leaving Aulander and Onle.v to fight each other in two debates. Aulander won hei-p, while Onle.v won at Woodland.
