Qualifications Necessary to Vote
in the November Election.
Erery elector in this Statu who
will bo permitted to vote at the next
general election, to be held on the
Tuesday next after the first Monday
in November. 1902, Iwing the -1th
day of the month, must, under the
new Ftato constitution and laws,
possess the following tptalitieations:
lie nuiFt ho a native born citizen ;
or being of foreign birth, must have
been duly naturalized.
He must be twenty-one years old.
He must have lived in (his State
two years next preceding tho elec
tion. He must hac lived in the county
fix months next preceding the elec
tion. He must have lived iu tin; voting

But if he has moved from one
precinct to another, in the same
county, he has a right to vote in the

savs "(Governor Russell submitted to

to show cause, or summons, to the
Wilsons to appear. 1 made -in it. a

saw yesterday, some half dozen cor
rections, mostly of grammatical or
verbal el rois. It was sent to me I
cause the proceeding for removal of
an oHicial by the (iovornor was now
in this State, and this was the tii-t
statute authorizing it. If the case
could have been carried by appeal
the Supreme Court, it. is clear h
the fact that I had corrected th
summons would not have debarred
me at second-hand from sitting on
the case, when ;t did not debar the
officer who issued it. Indeed, as
every one knows a justice of the
peace who issues a bench warrant,
is in nowise incapacitated to try the
case.'
In conclusion, Judge Clark sa:
"-My fate is in the hands of the
people. I have served them faith
fully in peace and in war to the best
of my humble ability. Should they
decide to retain me in their service
or not is for them to decide. What
ever their decision is, I shall bow to
the will of the sovcrigii people. This
is their government and I wisii that
they and they alone shall determine
public policy and the selection of
their public servants.

tegrity, and henceforth shall lea"'
