' The lull text of Mr. Gladstone's great speech on the. vote of credit in the House of Commons on the even ing of the 27th of April, is .publish ed, and is regarded by parliament ary critics as the greatest, speech heard in Parliament for more than half a century. By the. American standard of oratorical greatness it would bo regarded differently.- In - language it is. plain almost to barren ness. ;'T,here are no tropes or figures, po. burning words, no overflowing of passion, no Appeal to feeling. All is calm, almost frigid and yet rea- - soned out with such skill and force as to have, wrought th e "very effect . that the most passionate appeal to - the. sentiments of national duty and C hsa& wtild -havti JffeCledTlt" was really -ant. appeal51 to-' those sentk ments; yet an appeal inade through facta ijnc figures or by statements of facta and Conditions aa cogent and startling as through the toostinflani- - matory-. rhetoric-It is no difficult thing to touch the British j sensibil ity of honor, yet pounds, shillings and . pence have a powerful weigh in the Balance. ; ; Mr." Gladstone started-, out with the knowledge, a knowledge already in the possession of the House, that the Budget al ready sh6wed ti deficiency of four or five million dollars Id meet cur rent expenses ; yet he triumphed in his demand for a credit of fifty-five millions with which to' place Eng land - in-position to act vigorously . and effectively if Russia persisted - in course which Would make war inevitable. The , effect of; that speeehis probably already 1 lelt in ' the paltered-tone:f Russia, which makes present peace possible-. Wo make- the following extract from Mr. Gladstone's speech to give an idea of its style and subject : "Shall I now, in a very few words, sketch rapidly and slightly the out lines of those patent and notorious facts ? ; The, starting , point of our ,' movement in this case is our obli gation of honor to the Ameer, who stands- between us and , any other consideration of policy. But our - obligations to him are not absolute. We are not obliged God forbid we should ever be obliged to defend him, or anybody else, were he mis- . led into a course of tyranny against the just resentment of. his subjects. We are not bouDd to sustain him in any course of evil, but we have a contingent 'obligation to give him our aid and support, and I think: every one -who hears me will say that that obligation1 should . be fulfilled in no stinted manner . Hear T) if it really be a living . obligation, contingent only upon . this one condition that his conduct is such that we can hon estly approve it V That is the pres ent condition of affairs in qonnec tiou with the Ameer of Afghanistan. Judge Fowle what North Carolina desired " and most confidently expected., U Perhaps some equal honor is yet in reserve for Judge, Fowle ;, for the urn is not yet emptied.- ' V WHAT COMES OF IT. ; The town of Plymouth, Pennsyl vania,, has a population of about 5,000. It had been looked upon as a Jiealthy place. It was not a very big town, and perhaps despised :the new.fangled notion that cleanliness was the companion of health, and that neglect and filth brought dis ease; -and death. They are now finding out by the most terrible of experiences that the sanitarians are not : all fools, and that nature has punishment in store for those who violate her lawsw The whole town may be said to be prostrate with iyphoid fever . About fourteen hun dred cases have occurred. The deaths have reached fourteen a day. The daily number of deaths is now three -or four.; This is the experi ence of a healthy , town left to take care of itself. The lesson is a plain and a very impressive one. .. ,; J Health at any cost."
