Not having time to review this
document, we avail ourselves of the
abstract of the Richmond State,
which serves all practical purposes :
"The President's message is a
frank and sensible paper. It clear
ly sets forth those needs ot the peo
pie at this time which it is wise and
proper to supply by legislation at
the hands of Congress, and should
prove a safe guide to the Senators
and Representatives now assembled
at the Capital.

matic relations with Mexico should
be placed on a footing more just to
the United States than they are
now, as interpreted by the Govern
