THE RECENT DECISION By the Supreme Court in the Virginia contempt caes is of the most positive value not only to Virginia and other Stales in the South, but to the whole United States. . It givei impregnability to the doctrine of State sovereignty, never to be shaken again except by the incidents of a civil war, a con tingency so remote as not to be taken into consideration. Judge Bond took advantage of his position and has done so ever since he went on the bench, to regard that doc trine overthrown bv the results of he war, and took courape to enforce his construction of the constitution because the right of secession had been declared forever denied, and no more to he asserted; and because ifrat righl was involved in the idea of State sovereignty, he jumped to the conclusion that the States had ib right; at all left to them. The Republican party very unanimous ly adopted his views because they led up to the cherished purpose of the creation of a nation with a big N, a strong central government, a ruling ceutral luminary which the States should revolve as subordinate dependent lights. Jadge Bond thought the South sufficiently sub dued and dispirited to oe dealt with as he wished, and that the sen timent ot the North was strong on his side because it was the part- to the war waged to overthrow one offensive feature of the doctrine of State rights. But even then he was mistaken ; for the powerful Northern States, infinitely more powerful than when they signed the articles of agree ment that formed the Union are us little disposed now as then to sur render the principle of autonomy which inspired the reluctance to enter the organization of States that seemed to absorb the independence of each one of them. The Union was formed, but except in clearly defined case-i, the States remained; and their independence was secured and guaranteed by the constitution and subsequent amendments. One -of the most important ot these was the 11th, and it was on this rock that Judge Bond made shipwreck ol himself. The Virginia ca.e fettles the North Carolina spectal tax bonds cases. Under the various proceed ings instituted in the Federal courts, the same system was pursued that marked tl.e Virginia rase. It was an indirect attack on the State under cover of suits brought against indi viduals. Judge Bond's opinions en couraged the mode of the ns-sault, and his hostility to the Soutli had a promised gratification in the estab lished validity of the special tax bonds. We ire free to say that we cannot condole with Judge Bond in tiis disappointment. e do con gratulate the people of North CaiO- lina that the nightmare of'special tax bond litigation is laid to rest, forever, we hope and believe. DEATH OF THE UFA. DH. BURKHEAD. The death of a good and useful man ia always a public calamity. Tbe death of a good minister, of whaterer denomination, is the occa sion of public, as well as of privatej sorrow. The unexpected BumUiOns coming in the apparent full vigor ol health carries consternation among those who witness the response; aw ful when it comes to the thought less or the wicked; solemn to those who have been always on the watch, obedient to the command, ' be ye always ready." Among latter we feel assured was the late Dr. Burkhead who died so suddenly in Fayettevil'e on Friday last durirg the session of the Con ference. In the very vigor of ap parent health, in the full play of that bouyant flow of spirits for which he was so remarkable, the outflow i if the cheerful he.-.rt of the sincere reliant christian in full con sciousness of doing God service by recognizing that service as one to be expressed in joyous expression of feeling, not in morose closing of tbe affections and sentiments to the sun ehine beaming to enliven human existence. Few men in the State were more beloved wherever he was known. His cheery nature Jit up every cir cle in which he moved, and his trong mind and his earnest zeal and eloquent speech were strong in the counsels of his church. To that church he was an ornament as an orator, and a pride from his acquire ment as a theologian. 'He was hon et, sincere, zealous, and left his good impress wherever he worked or spoke. We knew him well and learn the news of his sudden death with very sincere sorrow. From the Neics-Observer we make the following extract relating to his life and Fsrviecs : Dr. Bulkhead was horn in David son countv and was the son ot u- liam Burkhead, a staunch supporter of the Methodist faith. At the time of his death he was in the 64th year of his age. He enjoyed lev ad vantages in youth. He was but a year or so at college. He was reared on a iarm ana laugm scnooi ior a while. He joined the Conference in 1S49 a:d served charges . in all parts of the Shite. He was in the Wilming ton district longer than in any other. He was twice presiding el dr there. II was in Raleigh here, at Edenton street church, tour years and a half, and when he died was pastor of the church at Winston. He was a member of the mission ary committee of the Southern Methodi.-st Church several years and at two general conferences received several vote for Bishop. He has been a delegate to eve"' general conference, except one, since the war, and represented his church at the Ecumenical Conference held in London in August, 1S87. He was highly honored indeed, and it is not necessary anywhere in North Caro lina to say that he merited theee honors richly. He married twice, the first time Miss Sarah i'tley, of Chapel Hill, daughter of Grev Utlev. who was well kivrivr. in his day as the inven tor ol a cotton press and other sgri cultural machinery. This lady died in 18o2. The second time he mar ried Mips Susan, sister to his first wife, who died in Goldsboro a vear h":fct October. Tones, yesterday offered the Charlotte Observer property for sale, at public auction, in front of the court house door.
