There is no possible analogy be tween the provisions and the pur poses of the Blair bill and the other modes by which education is pro vided for. Its support is always the result of legislative or private liberality, of public appropriation or private donation or bequest. The end is accomplished wren mnnev i mulied according to the j r i w provisions of the appropriation and tha conditions of the be ouest or the ei.downient. The one comes out of th? demaud ot the people for special service, out of means for which they have express ed their desire to be taxed; the other comes out of the generosity of pn vate liberality. And the whole, public or private, is used under the control of laws irhich the peoole themselves through their law mak ers have enacted and cannot be di verted from then uses by anyoihe azencv. The Blair bill on the contrary proposes to take the public n .ie wrung from the people by ex.- ssive and unnecessary taxation, I aped Up iu the public treasury u.itil it amounts to a dangerous and troub lesome surplus, so much taken from circulation, adding to the financial distress of the country, and unset tling its whole business. And the bill proposes to avoid and confess the iniquity of the means by which the surplus was accumulated by the assumed generosity of returning it'to the people, not as they might ' demand and dictate, but as the bill itself provides. And upon the sup position that the surplus may be exhausted or cease to accumulate, it is provided that the fund to be distributed by taxation predi cated upon the . continuance of large treasury receipts from high tariff and tl e continuance of the internal revenue. And the amount 90 wrung from the people is to be distributed as to deny to the parties Assumed to be benefited the right . to control it, out places it under the supervision ol officers of the nation al toVernment. And tb.ua the peo ple are to be taught to be profound- Ir erateful to the government tor giving them back, under conditions, a Dart of the money extracted from them; to look upon that government as a eraciout benefactor tor doing what it has no authority under the Conrtitution to do, and Bnally to lean noon that government for every v thing, and.V?r that independence ofsDirit which it had always been the pride of the North Carolinian to juiert. . This is the degradation, and this the training which would lead the vonnz man to sit down and wait for somebody to support him the . balance of his life. . - ial power cannot have so Vunted his sensibilities as to have made him deaf to appeals for indulgenoe ; and it is natural that friends should make every exertion to have the punishment of the unfortunate mitigated or absolyed. As there is no limit to Divine mercy, so it is argued that weaker human nature ahould v'mlii to arguments or p peals for mercy, and that the Slate Executive, should sMten his heart on the jiin iple that human judg ment is fallible, or that human law should be as merciful as trie Divine. Theitfire there is scarcely a sen tence pafseu upon an offender from which there if not app.-al, first from the judgment of the court, then for stay of execution, commu tation of punishment, abbreviation of imprisonment, or absolut' par don. As a just and merciful man, the Governor is bounu to give full consideration to these i)p" a'.f, ;md if sjmetimes he errs, it is on ni r cy's side. In a recent number of the News Observer, we note that he acted on the 25iii nn fifteen of thess- appeals to executive clemt.ncv. All of them with the exception of one were fla grant ctses. That one combined two different punishments, one v. which wns remitted ; the other Stands : and ir: all the other cafes pardon was n fu rd We refer to the iiiatter, hf cause there is an impression that there is too much teiidfi-ne.-s in the treat ment ot crini-. tlim puni hment is uncertain, and tlmt when ordered to be inflicted bv the courts, the end is defeated by such appeals as weaken the purpose ot the execu tive by influence on his sensibilities.
