From it we learn that the State Guard now numberr eleven hundred and ninety-two officers and men as against one thousand and fjriv-three in 1886. Itconjiriiies twenty six companies of infantry and one of cavalry. Twenty five companies are white and two rolored. The white infan try are organized into four regi ments, each with complete field and staff, and are well officered. The colored companies are unat tached. It is not gratifying to learn that our military force is no greater than it is. Xn the United States, there are about 95,000 men enrolled in th various State organizations, of which North Carolina furnishes only 1,102, officjrs nd men.t This is a very Mnall "proportion out of a population of a million and a half We have no nrnbilion to see our people inflamed with the military spirit, but apart from the danger? of foreign wars which are always possible, in which case the State troops would be relied upon as the first troops ready for the field, there is always existing source of internal and domestic tiouble; then the i'.it-i po-ition of .ytate troops is imperative, and always effective, bo f ir witln iit h'.oudshed; for lawless ness always cowers in the presence of discipline. This State has not been without occasions in which the effi ciency if the State Guard was proven. Three times during 1SS7 portions of the State Guard were called upon by the civil authorities to aid ia the preservation of law and order and 'In each instance," Gen. .lores re ports, "prompt effective service wa rendered and the great value of the institution as a conservator ot the peace fully demonstrated." .The State- Guard came into exist ence as voluntary organizations, and without State aid". As the ld militia system had fallen into dis use, and was practically obsolete, it gradually dawned upon the State, mainly through the efforts of Gen. Jones, that the Stato was under ob ligations to do something to sustain a force, its sole reliance to maintain doinr-stic tranquility, and its only evidence of its compliance of the general law to maintain a militia system. "In 1SS3, the legislature gave the first pecuniary aid an ap propriation of $l-"0 a year to each cimpimy, limiting the number of companies to twenty-five. In 18S7, this appropriation was increased to $ '.CM. With this aid, and the Fed eral appropriation of $10,000 per annum in arms, ammunition, equip ment and clothing, etc., the Guard is now on a solid linancialgbasis, and needs but little more, in the way of public aid, to bring it up to the highest standard of usefulness ana excellence, and make it indeed an honor to the State. Chiefly, it nee Is a fund for an annual encamp ment." There is not a town in the State which should be without its military organization. No county should be without one, because every county is, abstractly, if not actually, liable to militia duty. Bui as the State has undertaken to aid the State Guari, the substitute for, and the only form of. the militia, the burden would be too weighty. Therefore the- number authorized cannot greatly exceed the present limit of twenty-five entitled to aid. But this limit should be exceeded to a reasonable extent, for its observa tion would exclude some towns and cities willing and ready to form or- eanizations- and tender their ser vices. Among these we hope Asheville will soon be one. THE INTERNAL REVENUE RE DUCTION BILL. The war imposed upon the'eoun try two burdens that eyer since have weighed it down a heavy protec tive tariff, and an inquisitive and unjust internal revenue system. Both wer the work of the Republi can party ; and it has been the work of that party to perpetuate both in their full vigor of oppressiveness. The Democratic party, on the con trary, has made strenuous warfare upon both, and its platforms have abounde 1 with pledges and prom ises to reduce the one and abo'ish or modify the other. The selfish principles which govern human nature have worked in some leading Democratic niemheH of Congress, involved deeply in th4 interests of prtection,hadsucc ssiully thwarted even the intro Juction of measures for tariff reform. The trumpet voice of President Clevela , ani mated by the distress of the country and the. duty of the Democratic party at this session of 'Congress, aroused the representatives of that party to a sense of its obligations! and their work in the form of the bill fora revision of the tariff or looking to the reduction o imports and th- er.'Mvemeut of the free li?t is before- the country. The first section sweeps away all taxes on manufactured chew ing and smoking tobacco and snuff, and all special taxes upon manu facturers and dealers in said arti ticles, and all taxes upon wholesale and retail dealers in leaf toba ;co; and all restrictions upon ' -. tobac cj (by the producer a i.d oil ,crs) are removed. Qhe tax on cigars and cigarettes is retained. The tax on brandies made from fruits, apples, pc-aches, giaj ts, iVc, seems to he retained, but the manu facture is made free from the re strictions imposed upon spirits made from grr.in.
