Washington, March 13 Senate: Mr. Hale called up the resolution offered by him on the 12th of De ceniber for the appointment of a special committee to examine fully into the present condition of the civil service in all branches ol the government. Mr. Cockrell offered an amend ment to extend the inquiry to in stances of pernicious partisan ac tivity of the republican officials, since the executive order of Presi dent Hayes, of June, 1877, particu larly in the Presidential elections of 1880 and 1884. The amendment was defeated by a strict party vote, all the republU cans voting against it. The resolu tion was then adopted. The Senate then took up Mr. Beck's bill to provide for the retire ment of United States legal tender and national bank notes of small denominations, and the issue of coin certificates in lieu of gold cer tificates. Mr. Beck addressed the senate in regard to it. House .- Mr. Oates. of Alabama, from the committee on the judiciary reported adversely on the bill pro viding that the first session, of Con gress shall becin on the 4'h of March, 18S0. Mr. Cuteheon, of Michigan, from the committee on military affairs, reported a bill ior an army gun factory and providing for public defense Referred to the committee of the whole. Mr Bland, of Missouri from the committee on mines and mining reported a bill limiting the coinage of the five dollar and one dolbir gold pieces. Calendar. He started for his office oown town yes terday and it is supposed he be came exhausted and dropped by the wayside unnoticed. The body of Annie Halpin Fish or, aged about 30 years, was found last night frozen stiff in a hallway in West Thirty -ni.tth street, where she lived. She was once well known in the social world, but had fallen i t bad habits. Baltimore, March 13. The tide yesterday was lower than ever known in the memory of the old wharfmen, being at least twelve feet below the lowest of ordinary low water, and as a consequence many deep draught vessels lying in the different docks were grounded. At the County dock,foot of Broad way, the water was so low that the bottom was bared and persons could walk dry shod on the soil thus exposed. It is the opinion of the old bar captains that Sunday night was one of the worst ever experienced on the Chesapeake bay, and the notice of the storm was so short there have doubtless been many disasters which will be reported as soon as the vessels begin to arrive. No ves sel could live in the bay Sunday night. All trains North of Washington were stopped until Tuesday even ing. Not a mail was reeeived or dis patched from New York City Moo day or Tuesday. Forty inches of snow at Saratoga. About fifty members of the New York legislature were tied up on train five miles from Schenectady and remained all Monday' night. A Rochester millionaire and a Buff alt statesman cooked ham and potatoes for the hungry passengers. Telegraphic communication with Boston has been lost since an early hour Monday morning. The las-ne-ys from that city was to the ef fect that business was at a standstill and the streets were filled with tele graph poles and wires. East river at New York was frozen bard Tuesday morning and many Brooklynites walked across to the New tork side. The Charleston Sun says : The details of the recent murder com mitted on Adam Buff, gatekeeper at the Broad River Bridge, Columbia, South Carolina, a report of which was in yesterday's San, show it to have been one of the most cold blooded, black-hearted and preme dilated that has occurred for many y ears in that vicinity. Mr. Buff was an old man of some seventy years, and his wife, who was outrageously beaten, is about the same age. An attempt was made to burn their house after the assault, and a lounge, several pillows and bed quilts had been saturated with kerosene oil to accomplish this purpose, but the flames were extinguished before any damage was done. It is sup posed that the murderer was after money, which if is said Mr. Buff kept in his house, near the bridge. William Johnson a negro, in Colum bia, has been arrested on suspicion. A carriage was standing at the gate, and its oc cupants were Mr. W. F. Howard, of this city, and Miss Carrie Miller, of Asheville Junction, whe desired to be made "flesh of one flesh" etc., in ttanter. After some inquiry on the part of the register about "consent of parents," "objections," etc., he concluded to issue the license, and the matrimonially inclined pair at once sought the services of a minister.
