KOBLE SEXTIMEN TS. The new Emperor, in assuming the reins of power addresses a letter to the trusted guide and counsellor of his illustrious father. Hie success or expresses himself as inclined to continue the trust imposed on the able chancellor, and to lean on him for advice and aid; and addresses to him a long letter expressive of his sentinr ents. The following extract hon ever does n bear the inspira tion of Bismarcl:. It is full of no ble thought and high purpose. It dots not look to war as thesole end ol glory and power. It regards the victories of peace as quite as impor tant as those of war. It places the happiness of the people as an ob ject of government at higher value than the lame of the soldier, and is a foreshadowing of that disarma nent which m.ht be geaeral in Euroite. if mutual distrust and i jealousies could cease, and if rulers would learn that their true interest were in the culture of the arts ox j)eace rather than those of war. MR. RANDALL - REVENUE RE DUCTION BILL. Mr. Randall 1. s introduced his revenue reductic n bill, a d it has been referred to the ci mmi'tee on Ways nd Means. It rei Ujes the internal revenue seventy million and tariff revenue twenty-five mil lion dollars- It makes a clean sweep of the tobacco tax, which yielded last year over thirty million dollars It abolishes all taxes nnon ! spirits distilled from apples, peaches and other fruits. Last year this tax amounted to 81,090,394. It re duces the regular whisky tax frm from 90 to 50 cent 3 a gallon. This Ux l.t-t year amounted to $59,551, 972.
