The republican platform possibly is opposed to the retention of a surplus, but it avoids deliberately the measures which would prevent its accumulation. It will heap up the surplus, but it proposes to squan der it "where it will do the most eood to the party." The New York Herald says: "The platform commits the Repub lican party flatly against all reform ot the tariff. It Jsmands the re peal of the tob- "o and whisky taxes if this is necttsary to abolish the surplus, but it takes care in other sections to declare for expen ditures, for subsidies, for pensions, for the Blair educational bi.l, for in ternal improvement and other purposes on so vast a scale' as to swallow .up any possible surplus and thus prevent any reform or de crease in taxation. The republicans have satisfaction of presenting to the suffrages of the people two gentlemen eminently-distinguished for social fastidiousness and the carefulness with which they avoid the contamination of the vul gar touch. Mod rn republicanism is a wonderful transmitter of social position and eradicator of early eo cial instincts, because, it is one of the happy results of republican policy lo make men rich and to lift them to dizzy heights fur above their early bumble foot paths. Protec tion has founded many enormous fortunes, land grants to favored rail roaJs have generated a horde ol . wealthy lordlings, navy contracts and oiher government favors have created an army of aristocrats, now . proud of their factitious elevation, ashamed of their lowly origin, look- ing back with, eh time upon their humble beginnings, looking down with contempt upon their former associates. "Wm. Smalley, (coiared.) in a letter to the Augusta Chronicle nub lished yesterday, says anent Fred Douglass: 'Mr. Douglaus speaks of the negro at the bouiff as neiog in a worse condition now than when first emancipated. Now these sort of speeches at the North will never do us anv good. We are in the South and Fred Douglass is in the North. He says what is not true when he savs the condition of the colored people of the South, since the war, was never worse than now. It does not appear that he said one single thing aoout our increase of wealth, education ana great institu tions of learning. If Douglass and others, who make so much fuss about the condition of the negro down South, would take some of thir thousands and come South and establish manufactories, &c, and give the negro ample employ ment, it would do more gonu than so much talk." Mr. bmalley ovcr.ooks one fact; Fred Douglass is one of the colored aristocrats of Washington City ; he moves within a charmed circle ircra which the common negro in as rig idly excluded as Douglass himself is from the best white circles of his city. Moreover, Fred has married a white wife, and stands aloof from the ''trash" oi his race. He has no sympathy with his people in the South ; and while not ignorant of their progress, affects to ignore it.
