The officers of the administration "are indignant, and even, bdtter, toward the plotters Who are endeavoring to cause dissatis faction among the troope in the Philip pines. General Otis has confirmed the suspicions of the oJlU-ials in a despatch v in which he says, explaining the dis satisfaction among to el volunteera, that a number of "seditious and treas onable telegrams" were received at Manila from the United States for dis tribution among the troops. - Oti has been asked to send the names of those who signed the 'teie- grama . A cabinet officer "a authority for the statement that there ." a , concerted movement to prevent, by underhand and treasonable means, ihe-, retention of the PhUipp'toes. tt is the Intention of the government to make a public exposure of the pie? with the names of those concerned, when ll the details are obtained. This intention may be changed to a detirmination to proceed against the plotters with a view of punishing them. Ottis sent a message tcday, ontlining the movement of La Eton's colnrrm, which began this morning to the north of Novaliclhes. Tt is understood that Lawton will work in conjunction with Mac Arthur's column at Malolos and vdcimity, the plan boing to drive the rebels 4nto the mountains. The war de partment declines to make public any information, on the ground that the movement might net be successful.
