I" v - WashhtoxoV, Jan. 11. Special There is no danger of a clash between the administration and either house of congress over any action, such as that of Secretary Root' in refusing to send the Lawshe report to the senate, be cause there nevecas an administration ' in which the majority in both houses were in such perfect accord. -None of the old timers about Washington re; members a president who has been so successful in getting along with each house of congress as President McKin- ey. I was talking with a senator about this the other day who has observed several administrations, and' be-said that no man has ever paid the 'defer ence to congress that President McKin- ey has since he has been president, and for that reason'he has had congress be hind him in almost anything he want ed. While there may be some criticism of Secretary Root, no resolution will pass the senate upon the subject. Some senators may complain, but that is about all the matter can amount to. . A Firm Secretary. In this connection it has been noted that Secretary Root is the kind of man who will not allow himself to be nfiuenced against his will even by the senate of the United States. Secretary Root is a man who has absolute confi dence in himself and who has self will developed to a strong degree. Conse quently whatever may be said about his refusal to send in the Lawshe re port does not worry him at all, and he has ample grounds to believe that he is right, and, having reached that con clusion, he regards the case as closed. Some time ago Secretary Root refused positively to give out the reports of in spectors of the army, and, although quite a bowl was raised in some quar ters, it made no difference, and we get along just as if these inspectors' re ports were published from time to time. Of course the secretary places the refusal to make public the Lawshe report at tbe present time on legal grounds, and that is said to be satisfac tory to most of the lawyers of the sen ate, who recognize the necessity of keeping the case in the hands of the prosecution. ' When It Was Different. Of course reference is made to the fact thatthe senate actually passed a resolution of censure upon Attorney General Garland because he did not send certain information when it was requested by a senate resolution. It must be remembered, however, that the senate, during the first term of President Cleveland, was controlled by a hostile majority, which took advan tage of every partisan case to criticise and condemn the administration. Now the senate is Republican and the ad ministration is Republican, and it i3 idle to suppose that a Republican sen ate is going to condemn or criticise a Republican administration. This is especially true of an administration like that of President McKinley, which, as l saia Derore. has a way or getting along with congress better than any previous administration in many years. General Havrley and the Army Bill. Senator Hawley, chairman of the committee on military affairs, is not possessed of that easy temperament necessary smoothly to push a bill through the senate. The purely polit ical questions from the Democrats are not favorably received by General Hawley, who thinks that the needs of the government must be considered without regard to the politics of the subject. While he has been in charge of the army reorganizationbill Senator Hawley has been very much annoyed by the senators on the other side who do not take the same view of the ne cessity of the permanent increase of the army as does the Connecticut sena tor. General Hawley ' never . has been much of a talker in the senate. He al ways has held to the principle that any measure ; can be explained without elaborate addresses or essays, and that the senate should confine Itself to the debating of questions actually before it. Consequently when he has seen his bill delayed from day tb day by what he deems irrelevant discussion of out side issues he is inclined to say some rather sharp things and to make his displeasure quite plain. For Deserving1 Officers. It is probable that if the: army", bill ever becomes a law it will contain a provision for the retirement of Gen eral Shatter as a major general and Fitz-Hugh Lee and James H. Wilson as brigadier generals. General Shafter has ; already passed the retiring age, but, he is retained as a 'major general of volunteers and 'in command of the department of California, where he Is rendering good serviceto the govern ment. General Lee has also passed the retiring age.
