Washing-ton, Feb. 7. The pastoffice
appropriation bill was ipiassed today in
the house. The attruendimient to strike
out the appropriation for special mail
facilities was defeated.
The house .committee on elections No.
1, decided to take cognizance of the pe
titions and charges filled against Del
egate Wilcox of Hawaii. George D.
Gear of Hawaii, who makes the
charges was questioned on law points.
The memibers were agreed that the
matter should foe cleared up by inquiry
and it was arranged to take Mr. Gear's
testimony and that of Mr. Wilcox.
Chairman Southard Kf the housa
committee on coinage today received
from W. J. Bryn the latter' s view of
the pending bill before the house mak
ing th'e standard silver dollar redeem
able in gold.
After thanking the committee for the
courtesy of inviting his .views:, Mr.
Bryan says in part:
"The bill has a double ;pumpose. First
to convert standard silver dollars into
scubsidiary coin, and second, to make
silver dollars redeemable an g3d on
demand. In discussing .the subject,
however, it will be more logical to con
sider the latter proposition first as re
demption is only a step toward retire
ment. "There is no necessity far redemption

Londion, Feb. 7. 'Doubt as to ithe na
ture of the ceremonial to be observed
at the opening of parliament Febru
ary 14 is set at rest by the official an
nouncement that it has been definitely
determinde t!hat King Edward will
oppen hi's first parliament w'ith full
state ceremonials.
The ancient state cOach which has
not been onsed since the prince con
sort's death, will be employed, and it
goes to the coach builders !or a reno
vation of its costly panel paintings and
gilt embellishments.
The prcedent of 1886, the last oc
casion upon which Victoria ogened
(parliament in person will be fol
lowed. The entrance iwiill be through
the great gates under Victoria tower,
the sovereign and ,his suit passing
thence to ithe robing room. It is a
black marble stairway which for years
has been encased in wood. Thence they
will go through the gallery and prince's
chaimber into the house of lords.
It is understood that Sir Arthur
Bigge, who was private secretary to
Queen 'Victoria, will be appointed pri
vate secretary to the Duke of Cornwall
and York.

Horrible Castrophe in Baku, Eussia, in Which Many Per
sons and Much Property Perish,
St. Petersburg, Feb. 7. A dispacth
from Baku says 500 persons perished.
in the. conflagration which began yes-
day in the petroleum fields. The flames
are again beyond control.
Berlin, Feb. 7. It is feared the fa
talities resulting from the great petro
leum fire at Baku will reach into the
hundreds. The full extent of the dis
aster is not known.
Baku, Russian Trans-Caucasian,
Feb. 7. A fire broke out in the mag
azines of the Caspian and Black Sea
company, which contained six million
poiads of petroleum. The conflagration
resulted in great loss of life and wide
spread damage. The flames spread to
the other depots, having a capacity of
twelve million poods of naptha, which
poured out like a stream of lava;' inun
dating and setting fire to the dwellings
of the wtarkment, which were totally
destroyed. iMany persons perished.
Twelve charred 'bodies have been found
and upwards of fifty people are terribly
burned. Four hundred families lost
everything they possessed. The mag
azines are still burning and the neigh
boring reservoirs are in great danger.
A general panic prevails. Eight nap
tha springs belonging to the Melikoff,
Ralski and Caspian 'Companies icaught
fire February 3.
The police station, ten large tene
ments, 500,000 tons of toazout, 350,000
tons of naptha and all the Rothschild
reservoirs, were burned.
The Journal of Commerce and Indus
try ays the Mouse lake is burning.
The mazout caused explosiom which
killed many of the spectators.

San Francisco, Feb. 7. JFive men
were killed and five injured by an ex
plosion of a boiler pipe in the steamer
Ventura, one of the new steamers
built for Spreckels, the sugar King.
The explosion occurred during1 the
trip of the vessel from the builders at
Philadelphia to this port. The vessel
arrived today. The explosion occurred
January 23.

mony io the marriage of Queen Wil
helmina to Duke Henry of Mecklenburg--
Schwerin was carried out at 11
o'clock today in accordance with the
program. Immediately afterwards the
procession started for the church,
headjsd by fifty hussars, the bride,
bridegroom and the queen-mother,
riding in the golden, state carriage,
drawn by eight torses. They were
.warmly acclaimed by the crowd as
sembling. The church was reacehed soon after
noon. The court chaplain, Dr.Vander
ylier, standing 'before the bride and
bride-groom delivered the address. His
text was from the fourth Psalm: "Lord,
lift thu up the light of thy counten
ance upon us."
. "The; festal hour has arrived," said
the 'pastor, "wherein the entire people
has' it- share of delight. The prayer
contained ini the text embodies 'the es
sential condition for lasting married
happiness, which does not depend on
eternal things, but on the disposition of
the heart. The prayer flar the light of
the Lord's countenance Seems to sug
gest some darkness, and ft is, certain
that cloud will show themselves at
times in the conjugal heaven.
'This union which we are today cel
ebrating lias already demanded sacri
fices. -The husband has had to leave
his country and people and the bride
has had to leave the side of her dearly
loved niother. In the future, too Ob
scure, the reverses of life will fall to
your lot. It will be necessary for you,
if you are to fulfil thoroughly the du
ty of marriage, to fulfill the duty of
love in yoiur mutual relations. In that
relation man is ithe head and wfaman is
the heart.
The Psalmist's prayer will also be
your help when you have to bear your
mutual burdenis, for in this marriage

After the chaplain's address and af
ter the nuptial benediction was pro
nounced the bridle and the bride-gxiaom
exchanged gold rings', according to the
Dutch custom, and the wedding party
then proceeded to the reception room
attached to the church, where, the
queen tenderly embraced first her
mother and then her husband. The
queen-imoither, too, kissed the latter.
The bride-goom kissed his bride and
his own mother.
The newly wedded pair received the
congratulations of their families and
drove to the palace over the same
route they had previously traversed.
The Wedding breakfast followed.
The Dutch 'capital today presented
the appearance of a huge banquet.
Houses and streets 'are smothered in
festoons1 and arches1 composed of Dutch
tri-color orange penants, wreaths of
evergreen, white ribbon, artificial flow
ers, orange blossoms and ever green
oranges which were hung among the
greens .
Practically all HMland came .to see
Queen Wilhelmina married. The rich
arrived several days in advance pay
ing exhorbitant rates for hotel accom
modations, others poured in on early
train today and the little town is
thronged.
