At the meeting of the board of al derman last night, Julius C Martin was formally elected to succeed Major L W. Young, resigned, as a member of the police commission, and J. 11. Wuod was elected vice mayor; these elections being in accordance with a caucus held about a week ago. There was little else before the board save a large amount of routine work. The amendments to the plumbing laws were set for nest Friday and a Joint session ordered. The request of F, A. Sumner for a grade for a sewer on Jeflersun drive was referred to the sewer committee and the city engineer. ' Jesse R. Starnea presented a peti tion for tha opening up of a new street to be known as Elm street, from Merrlmon to Central avenues, adjoining J. E. Rankin's property. ' The matter of widening Merrlmon avenue waa left oj?en until another week,' and the city engineer instructed to furnish an estimate of the cost of the work. A petition was presented from several property owners asking thai their names be stricken off the petition for widening, us they under stood that they would not have to bear any of the expense of paving. Dr. Ambler stated that he had assur ances from the Ashevllle Electric company that It would bear one-third of the expense. The resignation of R. H. Hampton ns electrical Inspector was ordered tabled and Mr. Hampton was granted a leave of absence, his place to be fill ed by a competent man while away. The light committee reported un favorable for lights on St. Dunstan's road, but ordered two on Seney street. The city engineer reported that the Southern railway' Culvert near Rob erts street was 4 by 4'.. and that of the Ashevllle Coal and Lumber company waa much smuller than that; and that tha city's culvert was 4 by 4 feet, but; recommended that it be enlarged by raising It one foot and arching it so as to avoid any possibil ity of danger from' floods In the fu ture. The city engineer further stated that in his opinion the city was not liable to the Ashevllle Coal and Lum ber company for damages owing to a flood of water last May. A motion was passed that owners of property on Roberts street he not! lied to rebuild culverts so as to carry the water; the street superintendent v.-as untitled to repair the sidewalk on l.ol.eits street The public safety committee Intro duced an ordinance, without recom mendatton that all ; vehicles whatso ever be required tu have side lights at night. The ordinance failed to pass lirst reuding. The special tax commute reported that they had nothing to do with dance halls and recommended that the chic of police close them If they become nuisances. A Jury was ordered placed on B. Sternberg's and S. A. Reld's property on lower Asheland avenue to assess damages for a sewer line through to Smith street The Ashevllle Auditorium company. through Duff Merrick. Its president formally tendered the auditorium to the city for $22,500, the price put on It by the board of appraisers. The matter of whether It should be ac cepted was referred to a committee consisting of the mayor, the corpora tlon counsel, and Aldermen Glenn Patterson and Young to report next Friiiay night. - The bill of J. M. Campbell for $J00 rent alleged to be due by the city on Newton academy was referred to the corporation counsel, as the bill Is now In litigation between Mr. Campbell and the school committee. The Ashevllle Electric company was ornerea to repair the pavement be tween Its tracks on South Main street: and the property owners on Merrl mon avenue were ordered to lay a brick sidewalk from North Main to Orange streets. - Ottls ju Green Hardware company was given the contract to repair the market house roof, and guarantee It for one year for 1271. IS. The report of the Jury on the grad ing of Blanton street was rejected, at there waa f 450 damages and no bene tits. The request for tha re-establlsh- ment of a dungeon In city hall waa referred to the police commission with power to act. Alderman Van Winkle complained that hackmen were not observing the ordinance strictly regarding display ing of side lights at night with the number of their license, Tha chief of police waa directed to rigidly en- torce tne ordinance.
