Mr. Webb says he Is satisfied this Li true, but at the same time feels that it would be best for the boy to be In the hospital. The fact that he is tied to a tree is not really as bad as it looks to be. It Is unfortunate that the house Is so near the railway, be cuuse this enables passengers on trains to soe the boy and people make harsh criticism, when as mat ter of fact, as Mr. Webb has above stated, the case Is not as bad as it looks.
