Bernard of the Ashevllle Baseball association this morning released Landgraff, who has been playing short stop on the Moun taineer team since the beginning of the season and ha will not be on the diamond this afternoon, Mr. Bernard says. In short because of his assault on Umpire Donahue at Knox vllle while the team was plsying In that city last week. The letter or President Bernard to Shortstop Land graft follows: ' "juiy zum, ism. President de la Barra has received and accepted the resignations of "the secretary of war, General Eufenio Rascon, and the assistant secretary of war, General Juan M. Ruran. General Jos Gonzales Salas was ap pointed assistant secretary. President de la Barra declined to make public the reason for the withdrawal of the secretary and assistant secretary of war. No successor so far as is known has been chosen to succeed General Rascon. The most plausible reason for the retirement of General Rascon Is that given by men who have been advisers of Francisco L Madero sine the close of the war, that he was too closely Identified with- the old regime. These men stated several . days ago that Rascon would "have to go" and that his place in the cabinet would be filled by a man of Madero s choosing. General Bernardo Reyes has prom ised to be the minister of war under Madero In the event of his election to the presidency and la view of the somewhat doubtful character of peace In the country a few newspapers have announced his Immediate appointment as minister of war. That General Reyea will be the op ponent of Francisco I. Modero at the presidential election in October is the belief of many of Madero's personal friends. , El Heraldo has published a message from Monterey saylnsj something of a sensation has been created In that sec tion where Reyes was governor for so manv years by the discovery that "high federal employe" was forming a club to launch the candidacy of the general. The followers of Madero de clare the aews is not surprising' to them. Forecasts until 8 p. m. Friday for Ashevllle and vicinity: Occasional thundershowers .tonight or Friday.
