There waa a meeting of the aldermen and the city health board, at which the recommendation of the-health board, that a city labor atory be established, was considered, but no definite action was taken. Dr. L, B. McBrayer strongly urged that this institution be established and showed the necessity that the city be provided for In this way, as already there Is a great deal of this work be ing done, but that the present ar rangements cannot be continued. Dr. Dunn has been doing the work but he stated that he cannot keep It up, as he has not the time to do so. and he too spoke of the necessity that some provision be made to have laboratory tests made. The matter was Anally referred to the mayor and the com mittee on sanitation for a report at the next meeting. After the a .rnment of the join! meeting the aldermen elected Patrol man Sprouse to the police captaincy, left vacant by the resignation of Po lice Captain Jordan. He is to begir his duties September 15. With reference to the chnrws ol remissness of duty made by IT. Patrol man Sprouse did not appeal from thi ruling. He made a statement aboir the mutter, substantially as va: printed in The Gazette-News Thurs day, that Patrolman Sprouse was ir the corridor leading from the cour room when seen smoking, that he onl' did his duty in his action; also tha Patrolman Sprouse has admitted tha he violated the rules. Kelly received the contract ti lay a water line through the Haven scroft property, on the lowest bid The J. H. Cathey Construction com pany received the contract for layln: 1000 to 5000 yards of concrete side walk at $1.12 per yard. The contrad for feed stuff was awarded to J. T Balrd, and for hay to the Ashevilh Grocery company; these to be for thi sanitary department. The following sidewalks were or dered: Six foot concrete sidewalk oi the east side of Kurman avenue frotr College to liaird streets; on th north Bids of West Chestnut, fron Hint to Montford; a five foot side walk on the southeast side of Jefff-r son drive, from Park avenue to Wee Haywood. The petition for a side walk on FSIanton street was referrei to the street committee. The auditor recommended that th clerk In the sanitary department b named as cashier, with a bond of $1500, and this was ordered. The following building permltt were granted: C. Iilanton, two-room addition tc house on Blanton street, estimated cost. $400. M. O. Miller, six-room residence on South Grove street, estimated coat $800. K. A. The uneral services were conducted from he residence of Capt. Wakefield, 196 Tench Broad avenue, at 3 o'clock his afternoon. The Interment was at he West Asheville cemetery. Ballew, familiarly known as "Pitt" iallew by many people in Asheville. :he was also the grandmother of the ate '"Buck" Trivett, who was shot nd killed recently by his uncle "Pitt" lallew. Mrs. Ballew, the mother and rrandmother, was on her sick bed at he time of the fatal shooting. It will ie remembered that the shooting oc urred in her bedroom: that "Buck" "rivett, a nephew of Mr. Ballew, en ered he room and a row ensued vhereupon Mr. Ballew drew his pls ol and shot Trivett several times, in llctlng mortal wound.
