' - , The makers of . the constitution thought a man ought to h alowed to fill out a .term when once elected to an office, and thought the people ought to have relief between the set times for election, instead of being called on between times whenever a sufficient number of people signed petition for a new election to re call a man from office before his term expired. And they were right SATURDAY NIGHT ON CONEY ISLAND. Last week was Carnival Week on Coney Island. The riot reached Its height on Saturday night. Just how many thousands of people were there nobody knows. - "The best Idea that the show men and did the dip spiel ers had yesterday," said Monday' Sun, was that If any more had come to the Island they would have had to walk on heads from cur! to curb of Surf avenue and the Bowery." The row dyism was horrible. Nearly seven hundred uniformed policemen and special officers were powerless to maintain order. ; We quote from the Sun's description of the scene which resented Itself: "A crowd of Italian toughs sur rounded a man and the girl who was with him In one or the alleys that lead off from the Bowery to the bath- ng establishments While some of the attackers held the man down the rest proceeded to undress the girl. They had her Waist and skirt com pletely off and weiv Intent on ripping off her other cldthing when the girl's shrieks brought Policeman Fogarty, one of th e extra cops, ploughing through the crowd . The young thugs scattered before h'1 could lay hands on any of them anil the best he could do was to rustle a skirt and shirt waist fro ma nearby palmist In which the terrified girl culd go home. "Mrs. Henrietta Jacobs, who lives at 3761 Broadway. Manhaetan, was one of an automobile party on Surf avenue. Their machine was stalled by the jam of aut"s ahead. A drun ken Italian staggered over to the side of the machine in which Mrs. Jacobs was sitting, and pouring out a glassful of red wine from a lottle he carried he soused her neck and shoulders with It Mrs. Jacobs point ed out the man, who gave his name as Angelo Carello and accompanied the arresting policeman to the station to lodge a complain of assaut against him. Carrello got thirty days in the workhouse when he was up before Magistrate Voorhees in the Coney Isl and Police Court yesterday morning. James Petteo, who lives at West Fifteenth street and Mermaid avenue, oney Island, left his wife standing alone for a few minutes In the Brook lyn Dance Hall on the Bowery. A stranger walked up to her and asked her to have a glass of beer with him. When she refused he hurled a glass ful of beer Into her face and ran out of a side door. The woman was se verely cut, and since no ambulance could make Its way through the crowd two policemen had to carry her to the station, where an ambulance surgeon of the Reception Hospital dressed her wounds. 'When the riot of disorder was at Its highest bands of young roughs edged through the crowd armed with bags of cayenne and snuff. Their best joke was ti seize a woman about the waist from behind and rub the stinging powder into her mouth and nose, or using the paper ticklers as distributors for the stuff to douse these Into women's faces. Several of the policemen suffered from the as saults of these cayenne and snuff jok ers. One of them, Joseph Barry, of the strong army squad, had to have his eyes swabbed out by Dr. Sonnen- shein. of the bland hospital. 'Most of the arrests were made be cause of the depraved Insults offered to the women who dared to mingle with the crowd. Many had their waists torn open and confetti or rice pilled Into their bodices. Othert were jostled under cover of the crowd. 'The number of culprits poured in to the Coney Island station tank so fast that before the night was past three patrol wagons . were rushing them over the marshes to Sheeps- head Bay station In relays. Yester day morning early Magistrate Voor hees sat In the Coney Island Police Court and the long string of prison ers began to trail before him. To about 180 charged with ' disorderly conduct he meted out 810 fines Twenty-live pleaded not guilty to sim ilar charges and their eases were set over for examination. Thirty went to the island on sentences of t-5n or thirty days, according to the degree of fiagranry of the disorderly conduct lodge against them. All of these been arrested for Insulting women." Most of the uplift magasines are published In New York. If . this sort of thing should happen anywhere In the provinces these magasines. or one of them, would at once dispatch some of their bright oug men; accompa nled by staff photographers, to write It up and clamor for reform.
