Mayor Gaynor said there was no dock in the Borough of Manhat tan long enough to receive the gigan tic steamer Olympic . The United States government' he explained, re fused to permit the existence of docks further Into the North river and fa vorable points therefore were being located along the river for the exten sion of docks inshore. The borough of Brooklyn already has city docks and private dodks loa? enough to re- j celve any vessel likely to be built In future years, the Mayor said. 1 The mayor strongly protested against the present railroad rate dis crimination or differential against New York in favor of other cities. "The railroads charge three cents more the hundred pounds on ocean freight to New York than on ocean freight to Baltimore, Newport News and Nor folk, and two cents the hundred pounds more than to Philadelphia. We see neither morality nor econom ic reason in this. It is one of those artificial Interferences with the natur al course of commerce which always have worked injury and mischief In stead of benefit to commerce as was Intended. "Will the statutes and court de cisions of our generation which are trying to interfere with the natural ,course of commerce and business be seen by the next generation to have been aa futile and mischievous as those of past generations?' asked Mr. Gaynor. "Many among us who want to go even further with such artificial interferences have no doubt of their vision." President1 MoorCs Address. Distinct gains in the matter of wa- terwad improvements were made In every state along the Atlantic coast from Maine to Florida during the pase year by reason of the activities of the Atlantic Deep Waterways asso ciation. President J. ampton Moore of Philadelphia announced the the delegates of the association. While general progress . had been made in bringing public attention to the Im portance of a connected intracostal waterway, Mr. Moore said, there also had been a decided advance in local projects, and an Increasing tendency to Improve waterways as a means of transportation. As a startling presentment, which. he said, demanded consideration at the hands of the government, Mr. Moore quoted from the report of the committee on traffic appointed to collec data, with reference to the coastwise trade in general. In its re port it said: "One of the strongest arguments In favor of an Inland route is the fact that in a single decade. from 1900 to 1909, there were over 5,700 disasters to shipping on our At lantic seaboard. Not .all losses are reported, but these accidents are known to have destroyed $40,500,000 worth of vessels and cargo, and to have caused the loss of over 2,200 lives." Heavy Low In Coartwbie TranV. President Moore pointed out that the $40,500,000 loss would more than build a ship canal across New Jersey from New York to the Delaware river. If doubled, the amount would be suf ficient to complete a borge canal from Boston to Beaufort Inlet N. C, 600 miles and the addition of $20,000, 000 would doubtless complete a ser viceable waterway from New England to Florida's southernmost key. If the whole chain were to be constructed at once which Is more than any reasonable waterway advocate asked or expected and the cost were fixed at $100,000,000, that amount would be inly half that already spent upon the 'dississlppl, with its 4.500,000 tons of ommerce. It is only one half what has been pledged to the' Mississippi stem to complete nine foot channel from the Lakes to the Gulf. It Is only $37,000,000 more than congress snd he president have endorsed over to the Ohio river for a nine foot depth rom Pittsburg to Cairo, and It is only ne-fourth of the actual construction int. to say nothing of the tremendous -nalntenance cost, of the Panama ca lal. After lauding the work on the Pan ama canal as complimentary to merican engineering skill and as having brought laurels to the Ameri can national reputation for commer lal phllanthrophy, Mr. Moore asked whether It was not time to take an tccount of what Americans have 'ailed to do nearer home. After discussing the progress al ready made ln waterway improve ment President Moore criticised the halting attitude of statesmen when ever a proposition was made to Im prove eastern streams. He said: "We have noticed the ease and grace with which great men of the nation have given their approval to the sixty three million water harvesting project of tbe Ohio, river while they have grave ly pondered over the 'expense' and 'engineering difficulties' of the Con necticut of the Hudson, or the Dela ware, or the Savannah, or the St Johns. These rivers obtain some na tional recognition and the rivers and harbors committee has every disposi tion to give them fair treatment but aa a rule, heretofore statesmen and engineers have readily eaued their consciences with regard to vast ex penditures that build up western and southern valleys with uncertain river commerce and 4rregular water stages while they have halted and hesitated and turned pale, at the suggestion that a few millions of dollars should be spent upon Eastern streams support ing a coastwise trade and encourag ing an International business which contributes a third of the revenues of the government." DUCK-PIN TOURNAMENT. Y. M. C. A Alleys Have Been Put In Fine Condition Tournament Begins Tonight, The duck pin tournament at the Y. M. C. A. begins tonight and today the alleys are being polished up and put in fine condition. The management has spent about $100 in repairing the alleys for the winter's bowling and they are now In top-top shape. There were some complaints last winter lie- cause they were not in good order and now the grounds for such are removed and It is believed that the tournament will be largely patronised by the lov ers of the game In the city. About 20 men have already signified their intention of playing and many more are expected to enter their names to day, besides a good many who will come in without warning. During the winter tournaments will be arranged with a number of out-of-town associations and the best bowl ers In the tournament here will be chosen to represent the locals. About eight such tournaments were played lost year and the locals were unusual ly successful. With Improved alleys and a larger number of candidates a much better team should be picked this year.
