DISCUSSION BY THE DADS OF THE WATER RATES Mr. Shuford Complain of Injustice to Small Consumer Minor Matters of City Business. At the weekly meeting of the board of aldermen last night Alder man Fitzpatrick Introduced an amendment to the automobile laws of the city which occasioned much discussion. The amendment passed its first reading but -some of the pro visions are regarded as so stringent that opinion appears to ' be doubtful if It will be enacted into law. It re quires that all automobiles and mo torcycles shall not In passing street intersections exceed three miles an hour In speed and the same rate shall apply to those passing across the square, turning any corner and pass ing cars not in motion. ' It also re quires that a horn Shalt" be sounded by all drivers as they turn corners, pass street intersection and cars not in motion. The ' opposition was to In motion. The opposition was to that part of the amendment applying to the speed restriction. ' Regarding this a petition was read from the Central Labor union, asking that the auto mobile laws be more rigidly enforced as well as that relating to coasting by children. ' Water Rates. There was also quite a little dis cussion by the aldermen with refer ence to the water rates. Alderman Shuford contended that the rule of charging the minimum rates for houses where one meter is used for two or more houses is unfair to the small consumer. He contended that a property owner who has a meter put in and from it distributes the wa ter to two or more residences shouM be charged for the water that went through the meter at the meter rates, and not the minimum rates for the extra houses. In this way, he thought, the small consumer is dis criminated against as the water Is charged for at a cheaper rate to those who use great quantities. On the other hand it was contended that the rates are now very low and to change them as suggested would cut Into the revenue derived from this source. Mr. Shuford may introduce an ordinance along the lines sug gested by his contention. Some dissatisfaction was expressed at the slowness of the Work now go ing on In remodeling City hall and the matter of rushing this was placed in the hands of the market house and police committees. Complaint by Mr Grant. Complaint was madei iby F. R. Grant concerning of the Condition of the property of Eugene Atkins on Pearson drive, which was referred to tho health department sometime ago. Mr. Grant stated that the place is still in an unsatisfactory condition as to sanitation. The sanitary commit tee recommended that the sanitary department be . asked td take imme diate action In regard toMhe old Ban ner warehouse, which has been com plained of for a long time. . The chief of police waa instructed to look into the numbering of houses. some of which are said to be not numbered with uniformity. . The hours of the meat Inspector for Inspection of meats were fixed from 9 to 12 a. m., as the sanitary com mittee reported that It wmld be dif ficult to observe afternoon hours. The sanitary committee recom mended that the street sweeping ma chines be not purchased, on account of high cost of operation. No action waa taken with respect to the request of property owners that South Ann street be Improved although there was some discussion. Concerning a proposed street from North Main to Cumberland avenue, the street superintendent . was In structed to confer with property owners. To the utreet committee was re ferred the request for grading and paving a sidewalk on Adam street. It was ordered that two books be bought and that all ordinances passed since the Issuance of Bourne's code be recorded In them, one book to be placed In the police court room and the other with the corporation coun seL ft A tight was ordered placed on Ly man street on the south side of the csr track. ....-.
