THE PRESIDENTS MESSAGE. The President has so much to say to tho sixty-second congress that instead of sending it an annual message he has decided to send in a series of messages. t The President's treatment of the subject of the message sent In today, the anti-trust statute, will be found Informative to. the average man His own position and he Is essential ly a lawyer is set forth with a clarity that carries the lay view about as far into the complex situation as a mind trained in legal distinctions can carry It. Mr. Taft believes In the Sherman anti-trust law. He describes in de tail how the American Tobacco com pany has been divided up by the de cree of the courts. It would be very easy for the original offenders to re somblne and carry on the business much as It was done before. But it would also be easy, under existing circumstances, the President says, it any one of them attempted to do any of the numerous things they have .been enjoined from doing, for the courts to find it out Then such of fender would be served with a rule for contempt, ana It is utterly repug nnt to the Taftflan mind that a per son of intelligence would willingly go into one of the high federal courU guilty of contempt. Such a case puts the issue squarely on the ques tion of law versus anarchy, or not law, and the courts are prompt. Jail without resourse is inevitable. We commend to consideration what Mr, Taft has to say about "those critics who speak of this disintegration in the trust as a mere change of gar ments." CoL Roosevelt is one of these critics. , It Is hard, close reasoning, but we incline to the r :llet that President Taft sees clearly la his own mind distinction, of practical application between combination, honestly under taken to reduce the eost of produc tion and effect economies, without the employment of unethical or at least unmoral means, and other comblna tion, ruthless and essentially un moral, which might In many events appear to operate to much the same . end. '.",....'.-.- This message, being of reasonable length and applying to a problem that effects every msn. will be generally read. It will be noted that Mr. Taft renews his recommendation for the enactment of a federal Incorporation law, providing for publicity of corpor atlon operations. He does not con slder that the application r the sntl trust act, as stew developed by .court decisions, lacks anything In definite- ness. I -, ! CAPITAL LOOKS THIS WAY. The great leaders la the capitalist circles of the country sre turning their attention to ths south as a field for In vestment as never before," says the Baltimore Manufacturers' Record. "Engineers, who keep In touch with eperstlons In every line In every part of the land. And that ths South Is of fering more opportunities than any other part of ths country, snd that money ran be more readily secured for . the development of Southern en terprises than for those of any other section" . This view of the situation Is con firmed by recent news dispatches. Only yesterdsy The Oasette-Nsws car ried a dispatch from Raleigh telling of the coming to this stats of many eastern capitalists who are to tour the south with an eye to past snd con templated Investments. w These men sre largely interest In power develop ment The Oasette-News also carried the expr-Hsed opinion of Commission er of Agriculture Graham that there would shortly be an Indus of capital if um.thrr kind, no leas needed mun- y for the development of spple nr chai . Whether or not , this optimism will be justified by the early future, the time is already , at hand in many parts of the country, where mistakes ethical and political are synonlmous. Sooner or later our political lights will recognise that fact as certainly as our business men are being taught to do. LITTLETON SEEMS SCORED. TO HAVE If the attitude of Kepresentatlve Littleton's colleagues counts for any thing, he seems to have discomfited his accusers In his strong speech of yesterday In which he replied to the charge that he was working In the Interest of the steel corporation in the effort to halt the Stanley commit tee inquiry. In his vigorous defense; of his course, he made such sensa tional coDnter-charges against the Anti-Trust league and its secretary. Henry B. Martin, that a congressionaU Investigation, of that body may re sult. The question of Mr. Littleton's In tegrity aside, however, the differences of opinion between the New York con gressman and Chairman Stanley of the Investigating committee developed after the institution of the govern ment's suit against the steel corpora tion, as pointed out before, have serious possibilities as affecting party harmony. We dare say . the act of the Messrs. Johnston, in paying the debts of a de funct corporation in which they were the principal stockholders. Is not with out precedent in this section, but such examples of absolute, ethical honesty are the exception. . , May we be permitted to suggest to netct year' corn . contest committee the admtrablllty of announcing tho prizes In advance of the planting, and not after the harvest? And the earlier the better. DR. BDVARD IS UNABLE TO CDF.1E HERE SUND Had Agreed to Speak at Men's Meeting Dr. Martin Will Talk. Secretary Ed. B. Brown of the local Y. M. C. A. announced yesterday that Dr. W. & Bovard, vies president of the University of Chattanooga, had been secured as the speaker for the men's meeting at , the association building next Sunday afternoon, but the date was canceled this morning by Dr. Brovard, over long-distance telephone, as he stated that he had been suddenly called to Port Arthur, Tex., and would not be able to come. This proves a disappointment for the association, as the date had been made by Mr. Brown last summer at Montreat; and the meeting Sunday was being looked forward to as one of the most Important of ths year. Dr. la a One speaksr and Is well known here. In order te nil this vacancy for Sunday, Mr. Brown railed up Dr. W. J. Martin, proctor of Davidson col lege, this morning, snd secured hi consent to come and fill the vacancy. There wsa already a date made to have Dr. Martin come here to con. duct a men's meeting, which hsd been arranged for December It, and his coming next Sunday . will, of oourse, cancel thst engagement, and the management Is still looking for a man te All this date. Dr. Martin la also a very fine speak er and his coming hsd been anticipat ed with keen pleasure. This will not be his first appearance here. On for mer occasions he hss left a favorable impression, so that ths next men's meeting promises, sctllL to be one of the principal events of the year. A special musical program Is being arranged for the occasion snd a mixed quartet, composed of Mr. and Mrs Ooodhart. Mrs. J. M. Burns snd Mr. Hammerslough, will sing several selections Among them will be: "O Lord. Most Holy," "No Shadows Yon der" and "Seek Ye the Lord," Mis Pearl fthop snd Mrs. S. M MARKETS New York, : Dec. 5. Trading In stocks was almost suspended - this morning. Pending publication of the president's message. The market re lapsed ; into stagnation. Prices held steady within small fractions of last night's close, but later they weakened all around. Losses in the list generally were restricted to email factors. Operations dwindled to still smaller proportions. In the second- hour the market had a .somewhat better un dertone In the more active section and prices crept up gradually to about yesterday's closing. Cotton Steady; Price Unchanged, New York, Dec. 6. The cotton mar ket opened steady at an advance of 1 point to a decline of X points, general ly unchanged to 1 point higher. The market showed little change after the call, with active months holding with in a point or two of yesterday's los Ing figures.
