LATE DEUVERIES CAUSE COMPLAINT 111 UuUSUAL X Seems Conditions Cannot Be Improved Without Chang-'. ing Laws. You May Consult Specialists of Reputation Free. Lately there has been considerable omplalnt by residents of North Lib erty street. Grove Park and other sec tions of the city which are quite a distance from. the central part of the ity regarding the delivery of malls by the city carriers. At these points only ine delivery Is made daily, sometimes between noon and 2 o clock in me if ternoon, and mails received at the postoffice after the carriers leave arly In the morning are not received jntll the following day, sometimes a tood deal more than 24 hours. The matter was called to the atten tion t! Postmaster W. W. Rollins to- lay and his explanation of the con- litions seems to Indicate that the sit uation will be very hard to change un ler the present laws under which the arriers are working. . The special law in question Is that he carriers and clerks of the office re to work only eight hours a day, md this time must be made within a 10-hour limit. In other words they annot be kept on duty after the ex llration of 10 hours from the time hey report for duty. This is a taw passed by congress a little less than a year ago and its enforcement Is mandatory, the postmasters being re quired to keep a sworn record of the time of the carriers and clerks. Before this law went Into effect the carriers were required to report for duty at 7 or 7:30 o'clock in the morn ing; the morning deliveries were made; and then they were laid off for four or five hours in the middle of the day and reported late for the after noon deliveries so as to handle all the late malls. Now such a system Is Impossible and the carriers cannot be required to report before 8:30 or 9 o'clock In the morning, otherwise there would be only one delivery at any point in the city, for there would be nothing to deliver before their time for the day- expired. Even wlth this change In hours a number ot the afternoon malls are missed for the afternoon delivery and on the long routes all deliveries cannot be made before the expiration of the 10 hours. There seems to be no remedy In sight until the law is repealed. The suggestion that extra carriers, or sub stitutes, be asked for from the depart ment does not seem to solve It, as the substitutes wopld Only be given about two hours work dally and men could not be secured for this -amount of work. The addition of extra carriers would not change the situation what ever. The only thing that can possl bly relieve the situation would be a change In time for the receipt of malls, and a change of this kind is not very probable. i. The state board of health is considering re leas lug for sale 400 cans of froren egg seized by the federal government here three years ago. Professor W. G. Seg' wick of Stevens Institute of Techno! ogy. appearing as an expert wltnest yesterday and furnished aurprlsln testimony by declaring that the three year old eggs were . still perfectly wholesome. As evidence he told of feeding them to members of his fam lly with no 111 effects. He pointed to the custom of the Chinese, who pre serve eggs for Indefinite periods, and recalled that when LI Hung Chang visited America ho brought with him eggs "a hundred years old" because there were no eggs In this country old enough to suit him. xne eggs now in question wen shipped east by a Kansas firm In 19K and were seized by the government a unlit for food. The district court helt" that the government had failed prove that the eggs w.re bad. Th Circuit Court of Appeals reversed th judgment, and this in turn was sel aside by the Burn erne court of the United States on the ground that was without Jurisdiction. All thai now stands between the eggs and the public Is the want of an order of the state board of health releasing them rrom storage.
