outplayed the Mountaineers in every
way in yesterday's game arid won by
the score of 5 to 0. High was Working
well, while Watson of the. visitors was
in poor form. High gave up only five
hits. Watson allowed 11 hits. The
whole local team batted well, all but
one petting a nit.

Lately there has been considerable
omplalnt by residents of North Lib
erty street. Grove Park and other sec
tions of the city which are quite a
distance from. the central part of the
ity regarding the delivery of malls by
the city carriers. At these points only
ine delivery Is made daily, sometimes
between noon and 2 o clock in me

postoffice after the carriers leave

The matter was called to the atten
tion t! Postmaster W. W. Rollins to-
lay and his explanation of the con-
litions seems to Indicate that the sit
uation will be very hard to change un
ler the present laws under which the
arriers are working. .
The special law in question Is that
he carriers and clerks of the office
re to work only eight hours a day,
md this time must be made within a
10-hour limit. In other words they
annot be kept on duty after the ex
llration of 10 hours from the time
hey report for duty. This is a taw
passed by congress a little less than
a year ago and its enforcement Is
mandatory, the postmasters being re
quired to keep a sworn record of the
time of the carriers and clerks.
Before this law went Into effect the
carriers were required to report for
duty at 7 or 7:30 o'clock in the morn
ing; the morning deliveries were
made; and then they were laid off for
four or five hours in the middle of the
day and reported late for the after
noon deliveries so as to handle all the
late malls.
Now such a system Is Impossible
and the carriers cannot be required to
report before 8:30 or 9 o'clock In the
morning, otherwise there would be
only one delivery at any point in the
city, for there would be nothing to
deliver before their time for the day-
expired. Even wlth this change In
hours a number ot the afternoon malls
are missed for the afternoon delivery
and on the long routes all deliveries
cannot be made before the expiration
of the 10 hours.
There seems to be no remedy In
sight until the law is repealed. The
suggestion that extra carriers, or sub
stitutes, be asked for from the depart
ment does not seem to solve It, as the
substitutes wopld Only be given about
two hours work dally and men could
not be secured for this -amount of
work. The addition of extra carriers
would not change the situation what
ever. The only thing that can possl
bly relieve the situation would be a
change In time for the receipt of
malls, and a change of this kind is not
very probable. i.
