And I consider the highest order of obligation and the highest order of duty which de volves upon us is to lend encourage' ment to all movements for good and to promote with enterprise those projects tending for advancement and reform. I welcome you, gentlemen, to this the beautiful little gem city of the mountains. Here wo have the finest water supply in America. Taken from the home of the speckled trout this crystal fluid is sent rushing through woodland and Held to the happy homes of our people; Our paved streets and sidewalks for fifty miles afford easy and convenient trave' to the public, and our parks and lakes lend their attraction to our town. Asheville delights to have you here. We hope to catch an inspiration from your undaunted spirit, and to receive from you first hand an impetus to our civic betterments. We bid you drive along our moun tain roads as panorama after pano ?orlunltiea, for there Is no 'city of the same size more progressive, or where i ine health and comtort of the people are more carefully considered. The members ox the Carolina Muni cipal association are assembled here1. tor the purpose of studying the vari-j oua problems which confront munici palities. The phenomenal growth of towns and cities is claiming the at tention of the thinking people, of the! world. When the first census of the i United States was taken there resided ! in our cities and towns three per cent of the population, and 97 per cent In the country. When the last census was taken SI per cent were found in the cities and towns and 49 per cent In the country. This crowding of the peo ple into the cities and towns has de veloped a condition which makes the careful and painstaking study of civic improvement an absolute necessity. There are so many theories advanced for the omeloratlon of conditions It is confusing and extremely difficult to draw the line between the superficial and substantial, the ornamental and the Useful. The object of this associa tion Is to meet and exchange ideas. Every town or city has some particu lar thing In which It excels all others,! and this exchange of ideas Is of In estimable value. It brings out and calls to your attention the point, of strength or weakness in the manage ment of jour city. Like the French man wno living in i-nuaaeipnia ana possesses a great pride In the great ness of his city visited New Tork in company with a New York friend he stopped In a restaurant for lunch and ordered snails, his friend asked him, Can't you get snails In Philadelphia?" to which he replied, "No we can't catch them. This seems to illustrate that all cities are different, Once again, in behalf of the Caro lina Municipal association, I desire to thank you for your words of wel come. . -' Asheville, nestled among the moun tains, has ever been tho mecca for the health seekers and the pleasure seekers, but it Is more than a resort. it is a city of modern progress, of large business enterprises, and above all of friendly hospitality to all within Its gates.
