The subjoined curi ous communication written on thick official-looking folio paper without any indication of Its origin has been deliv ered by messenger at the office of the Agenee Havas, the principal news agency In France: "The United States as the prize for settlement of the present European conflict, "It is stated on high authority that 'suggestions have been made in the diplomatic circles of European chan celleries declaring that the easiest so lution and the one most acceptable to all the warring nations would be the partition among them of the United States of America. The United States of America are a most inviting prize as compensation for the sacrifices render ed by these nations, and an arrange ment on the basis of the respective re lations of the different nations is sur prisingly practicable. "So far from being a '.'visionary scheme for a solution of this great world conflict, the fact is only too ap. parent that only a small part of the effort expended In the sanguin .ry struggle, now raging, would have sjf flced to satisfy all nations in thMr re spective ambitions. "A noted diplomat deelnrcd hi? sur prise, that this idea of the partition of the United States had not emerged sooner, because the land Is so largely made up of the constituency of a'l the warring nations. "The tentative plan 'to satisfy thu the national ambitions of the Euro pean countries at war.. instead of pro longing the Internicene struggle, is broadly outlined as follows: "Great Britain is to occupy New England, Maryland, 'Virginia, ' North and South Carolina, Georgia and Flor ida. "France Is to eet the French pr.rtr, of Eastern Canada anil the states of Louisiana, Mississippi. Albania, Ar kansas, Tennessee and Kentucky. "Germany Is to occupy the states of New York, Pennsylvania. Ohio, In diana, Michigan, Illinois, Missouri. Iowa, Wisconsin and Minnesota. "Japan is ot take the Pacific Coast; the state of Oregon. Upper and Ixwer California by ceding to it Arizona. New Mexico and part of Texa.. "Russia will receive Alaska. "The Panama canal will !e declared free, whilst the western states!. North and South Dakota, Nebraska. Kansas, Oklahoma, Washington, Montana. Wyoming, Idaho, Utah, and Colorado will be consolidated into an imperial crown-domain of the German Empire. "Though these ,sat':.'actlons' are to be acquired In a concerted campaign, each of tho several nations Is to effect the occupation of its own allotted ter ritory. "Thus, it Is claimed, would best be met the rights and interests of the dif ferent nations of old Europe, It would safeguard their nationals under their respective flags. "Whatever be said about this bold solution it should be appreciated that in many ways It is more feasible than the three successive partitions of Po land, which nevertheless are historic facts. "Truth Is sometimes stranger than fiction. This alleged tentative under standing of the powers at war may be relegated to Imaginative fiction, but It surely not stran-jer than the sober truth, and it might easily take. Its form." Secretary George U Forestet of ths Western Carolina Lumber and Timber association Is In receipt of additional Information In rexard to the movement recently started to persuade shippers and consumers to Insist on wood boxes as containers for shipments of a large class of commodities that In recent years have been packed In substitutes for wood. An effort Is being msda to most ths statement that the high price of lum ber was the cause for this substitution. Ths lumber and ths box manufactur ers will Insist that not only Is this un true but that the unsubstantial charac ter of ths nbre and paper containers has been the causs of great losses to ths railways by reason of ths large damage claims they have had to pay for goods shipped In these packages. Ths railways are co-operating In ths campaign. Lumbermen of the south are ex pected to take an. active part la ths plans for Inducing shippers to paok commodities In wood boxes. It Is pointed out that lumber Is ths south' principal Industry, ths product amounting to a half billion dollars annually, and It Is stated that 71 per cent of this amount sons to labor. For these reasons all man .employed In lumbar and allied Industries ars asksd to co-operate . in an effort to restore wood as box material. Fir. Aid ts Osltsrs.
