Chapman at Greensboro dis close the seizure and destruction of but 69 illicit distilleries in the Greens boro division during October. Of the total, 35 of these were taken In the fifth North Carolina district, twenty two in the fourth North Carolina and two in ' the district of South Caro lina. The destruction of equipment, spirits and beer was, to say the least, far below the average, as was the case with the plants. It has been months, even years, since the number of 'stills captured In a single month has totalled as little as 69. There are many reasons advanced in explanation of this low record, but i most of them would have been appli cable for any October of the past. Among these are that the distillers are busy gathering their corn or at tending to other farm duties, where they have farms; that new corn does not make very good liquor and old corn was high In prloe; and that many of the revenue raiders were attending sessions of District court Colonel Chapman Is of the belief that block ading Is finally on the decline; and that, of course, would be another good reason. Rut there Is one contributing fac tor that is new and may furnish ex planation tot the low record. On Oc tober 1 there went Into effect a rul ing of the department that guides and possemen would not receive fees for going on any raid unless a copper was taken.. It was thought in the beginning that this would eliminate most of the unsucceseful raiding; and there seems to be a strong possibility now that it has eliminated some that might have, proved successful. But even if the showing made by officers is reduced, Uncle Samuel will find consolation In the fact that the cost of the work has been reduced in much greater proportions. Expenses last month in the Greensboro division according to the revenue agent, were more than cut in half In comparison with the ordinary run of expenditures during past months. It is not to be taken that revenue activities are becoming nil, however, for only Saturday reports were receiv ed here of the seizure and destruc tion of four illicit plants.'
